This is an 8(a) Small Business Set Aside. The solicitation number is W912PM19T0054, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561210 with a small business size standard of $38.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-03. Description of Requirement: The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to provide Operation and Maintenance services at the W. Kerr Scott Dam & Reservoir in Wilkesboro, NC. Evaluation of Award: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation is determined to offer the best value using a trade-off evaluation approach. Information for Evaluation: The Government intends to evaluate offers and award a contract without discussions. Therefore, the Offeror’s initial offer should contain their best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. See solicitation provision 5.212-2. This solicitation shall be evaluated by awarding to the proposal determined to offer the best value using a trade-off evaluation approach. Proposals will be evaluated using informal source selection procedures.
