SOURCES SOUGHT NOTICE FOR Ocean Isle Beach Rock Removal UACE, Wilmington District, North Carolina This is a Sources Sought/Request for Information only. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Wilmington District, is conducting research to determine the market capabilities of potential contractors to perform rock removal at Ocean Isle Beach, North Carolina. Background: The 2017-18 U.S. Army Corps of Engineers (USACE) Coastal Storm Risk Mitigation (CSRM) project for Ocean Isle Beach resulted in unknown quantities of rock, oyster shell and clay balls within the designated beach placement area and the identified access "road" built by the Contractor. A separate contract to remove incompatible material was issued to the Contractor spring 2018 which involved digging and sifting material with 1¾" screening. Natural resource agencies authorized work to occur after 1 May (start of sea turtle nesting season) during daylight hours only after turtle monitors inspected the area for nests each morning. Visible rock was removed from the beach and accepted by the Town of OIB. Rock removal ceased 18 May. Several weeks after initial cleanup, volunteer turtle monitors reported rock sightings through the resource agencies. The identified area of rock and clay balls expanded as beach eroded and material was carried by wave action and currents. USACE and agencies decided to wait until the end of turtle nesting season (16 November) to initiate another contract to remove the rock. Project Site Description: The project is located on the east end of Ocean Isle Beach in Brunswick County, NC. The project area extends along approximately 5,200 linear feet (lf), beginning approximately 1,200 feet west of Shallotte Inlet and ending at the High Point Street beach access (Point A to Point B). The beach profile varies as well as the location of rocks and clay balls; some are found closer to the toe of the dunes/near existing sandbags, some are congregated along the mean high water line and some are within the swash zone and only visible during low tide. Description of Services: The Contractor shall use a device, such as a bobcat with a front-end attachment (with a maximum of 2" screening) will be needed to sift the top 6" of beach surface and remove material greater than 2" in diameter. To capture as much incompatible material as possible, sifting or "rock raking" should occur throughout the entire width of the beach from Point A to Point B (as identified in the attached map). This also includes the wet beach areas visible during low tide, however rock will have to be removed by hand in areas where it is too saturated for equipment to travel. Rock and clay balls will be piled neatly in close proximity to (but not blocking) the Shallotte Blvd beach access. Work shall occur only during daylight hours and equipment shall be staged off the beach at night, if possible. All work will have to be complete and equipment off the beach by 30 April to avoid impacts to nesting sea turtles. All interested firms with have until 25 January 2019 at 4:00 p.m. EST to submit the following information: - Name & Address of your Firm - Point of Contact (Name/Phone/E-mail) - Current SAM or DUNS Number and CAGE Code - Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business. Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HubZone and 8(a) via SAM. - Evidence of capabilities to perform comparable work on two (2) recent projects greater than $100,000.00 in value (not more than five (5) years old.) Include the project name and description of the key/salient features of the project (completion date, total contract construction value, and your company's level of involvement in the project, i.e., subcontractor (type), prime, GC, etc.) and your specific role. Additionally, if you were teaming with another firm, clearly identify your role on the project(s) submitted. Please provide at least one point of contact (with e-mail address and phone number) for project validation. The Government will not give credit to projects if the lack of information hinders the ability to determine relevancy and/or level or experience. - Firm's capability to perform, to include geographic span and project size. The Government may not give credit to your socio-economic class if there is not sufficient documentation to support it or if the Government cannot verify through other means that your business is as such. Potential contractors must also have current Online Representations and Certification Application on file with SAM. (See website https://www.sam.gov/portal/public/SAM). Do not send hard copies of advertising or promotional materials. Please ensure that all responses are comprehensive and provide a name and point-of-contact for your firm for follow-up by this office or the procuring contracting officer. If you have responded to any previous e-mail messages or had other communications with our office regarding preliminary market research for this project, please be advised that it will be necessary for you to respond to this e-mail and the questions contained therein. Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partner All information is to be provided on a voluntary basis at no charge to the Government. There is no entitlement to payment of direct or indirect costs related to or arising out of responding to this request for information. All information provided becomes property of the Government. There is no guarantee, expressed or implied, that the market research for this acquisition will result in any guarantee of award or acquisition strategy.
