This acquisition is being offered as 8(a). For this procurement only 8(a) Small Businesses are eligible to submit for this solicitation. All work shall be performed in accordance with the contract specifications, manufacturer’s recommendations, state codes, Manual on Uniform Traffic Control Devices (MUTCD), UFC 4-460-03 Railroad Track Maintenance and Safety Standards, UFC 4-860-01FA Railroad Design and Rehabilitation, UFGS 34 11 00 Railroad Track and Accessories and American Railway Engineering and Maintenance-of-way Association’s (AREMA) Manual for Railway Engineering. Reference North Carolina Department of Transportation (NCDOT), and American Society for Testing and Materials (ASTM) requirements for construction and testing of materials. There are approximately 120 miles of jointed track in the railroad network at MOTSU. In August 2020, U.S. Army Engineer Research and Development Center (ERDC) personnel conducted a detailed track inspection of the entire rail network for deficiencies. This SATOC Contract shall repair defects identified in ERDC’s initial inspection summary as well include continued on-going rail maintenance, as required.
