The U.S. Army Corps of Engineers, Los Angeles District, intends to issue a design-build RFP for an approximately 13,000 square foot climate-controlled Airdrop Rigging Facility at Yuma Proving Ground in Yuma, Arizona. This is a 100% Total Small Business Set-Aside, firm-fixed-price, design-build-to-budget procurement using a two-phase best-value tradeoff process that will shortlist up to three offerors. The budget ceiling is $8,200,000, with an estimated construction magnitude between $5,000,000 and $10,000,000. The scope includes site work, a 50-ton overhead crane, HVAC systems, communications/security, and integration of a C-130/C-17 compatible cargo roller system. The solicitation is expected to be posted on or about 25 September 2026, and offerors must be registered in SAM and submit proposals via the PIEE portal.
