The U.S. Army Corps of Engineers Los Angeles District has been tasked to solicit for and award a construction contract to construct a portable water well. PROJECT DESCRIPTION: This Design-Bid Build (DBB) project provides infrastructure support to Luke AFB located in Glendale Az. in the northwest quadrant of the installation to replace existing Well #11 that has failed. Replace water well #11. New +/- 2,000 LF deep, 18” diameter potable well with pump. Perform drilling operation necessary to construct new potable water well. Install casing and screen, gravel filter pack and grouting. Decommission old well #11. New water line connection and mixing vault between the well and ground water storage tank 1386. The project will include all necessary utilities, site improvements, pavements, communications support infrastructure, and all necessary supporting work for a complete and usable facility. Facility will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC 1-200-01 and UFC 1-200-02). The procurement action will result in a Firm Fixed Price "C" type contract for construction services with a 378-calendar day period of performance. PROCUREMENT SET-ASIDE: This acquisition is 100% Total small business set aside. In accordance with FAR 36.204, the estimated magnitude range for this project is: Between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 237110 – Water and Sewer Line and Related Structures Construction, with a size standard of $39,500,000.00. Interested Firms must be considered small business for the designated NAICS in SAM.gov website. The PSC is Y1NE - Construction Of Water Supply Facilities. PROCUREMENT TYPE: This procurement will be conducted under FAR Part 14 Sealed Bidding CONTRACT TYPE: The government will award a firm fixed priced construction contract to the offeror who submits a proposal that is the best value to the government. SAM.GOV: Plans and specifications will not be provided in hard copy. The solicitation and amendments will be posted on https://sam.gov/ The solicitation will be available on or about 19 July 2022 with Bids due on or about 18 August 2022. Solicitation W912PL22B0007 and all amendments for this acquisition will be posted on https://sam.gov/. THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. Bidders are advised that the Bid Opening will be Virtual and are expected to review the IFB documents carefully for instructions and expectations of the virtual bid opening procedures. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO CHECK THE DESIGNATED GOVERNMENT POINT OF ENTRY - SAM - FREQUENTLY FOR ANY AMENDMENTS OR CHANGES TO THE SOLICITATION.
