Project Description: Construct a Ready Building consisting of student team rooms, multi-purpose room, latrines, locker rooms and showers, laundry room, reception area, storage room, overhead protection, and building support space. Construction consists of concrete foundation and floor slab with metal frame structure. Built-in building systems will include fire alarm/mass notification, fire suppression, energy management control, telephone and advanced unclassified communications networks, cable TV, closed circuit surveillance, and electronic access control systems. Department of Defense principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development features will be included in the design and construction of this project as appropriate. Supporting facilities include site preparation, utilities (electrical, water, gas, sanitary sewer, chilled water, and information systems distribution), lighting, vehicle parking, access drives, curb and gutter, sidewalks, storm drainage, landscaping, roads, and other site improvements. Appropriate cybersecurity measures will be applied to the facility-related control systems in accordance with current Department of Defense criteria. Access for persons with disabilities will be provided. Comprehensive interior design and audio visual services are included. THIS PROJECT IS A 100% SMALL BUSINESS SET-ASIDE FOR SMALL BUSINESS (RFP), BEST VALUE LOWEST PRICE TECNICALLY ACCEPTABLE. The procurement method used will be 1-step best value lowest price technically acceptable. Eligible offerors will be required to provide a technical and price proposal for consideration of award. The technical proposal will be evaluated based on the evaluation criteria stated in the RFP. Those offers that are determined to be Technically Acceptable will then be evaluated based on the lowest price submitted. Plans and specifications will not be provided in paper copy.
