This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is issued with this notice. The U.S. Army Corps of Engineers Los Angeles District is soliciting for a services contract for Los Angeles District Operations Division to obtain services for Bill Williams River Biological Surveys 2021-2022, Alamo Dam Snake, Amphibian, and Fish Survey, at La Paz and Mohave Counties, Lake Havasu City, Arizona. PROJECT DESCRIPTION: This is a non-personal service contract to provide biological surveys along the Bill Williams River during calendar years 2021-2022 in support of Alamo Dam operations. Services shall include personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform biological surveys and the associated reporting. The objective is to gather information on The Northern Mexican Garter Snake (NMGS) populations and prey base in the Bill Williams River watershed. This information will be gathered in the counites of La Paz and Mohave of Arizona State. MINIMUM CAPABILITIES REQUIRED INCLUDE THE FOLLOWING: The Contractor shall hold all necessary permits required to perform this work. These include Section 10(a)(1)(b) permits from U.S. Fish and Wildlife Serv (USFWS) in order to handle northern Mexican garter snake and permits required from the state of Arizona in order to capture snakes and associated prey base as required by this contract. The contractor shall have previously completed at least one season of biological survey fieldwork in the Bill Williams River Watershed to demonstrate experience working in this challenging remote environment. PROCUREMENT SET-ASIDE: This acquisition will be a full and open competition and issued on a SF1499, Request for Quotation (RFQ). The NAICS code is 541990 Other Professional, Scientific, and Technical Services and has a Small Business Size of $11M. The PSC: B509 – Special Studies/Analysis – Endangered Species: Plant/Animal. PROCUREMENT TYPE: This acquisition will be conducted under FAR Part 13.106-2 Simplified Acquisition Procedure. The government will award a firm fixed priced services contract to the offeror who submits a quote that is the best benefit to the Government. SELECTION PROCESS: This acquisition will be conducted as a competitive procurement under FAR 13.106-b and the provision at 52.212-2, Evaluation Commercial Items will be applied. The government will conduct a comparative evaluation of quotations based on price and other non-price factors. The following factors will be used to evaluate quotes: Permits and Experience on similar contracts.
