The U.S. Army Corps of Engineers Los Angeles District has been tasked to solicit for and award a construction contract to Repair/Upgrade the existing Waste Water Treatment Plant 2 at Fort Huachuca, AZ to improve operations, efficiencies and water quality. PROJECT DESCRIPTION: This project consists of ten unique modifications to improve the functionality of the current waste water treatment plant. These modifications were adopted by the stakeholders of WWTP No. 2: New Rotary Screen in Secondary Headworks Channel EQ Tank Modifications Pressate Return Pipe New Internal Mixed Liquor Recycle (IMLR) Pumps Orbal™ Supplemental Aeration RAS/WAS Pump Station Mixers Convert Digesters to Sludge Holding Tanks (SHTs) Pump Sludge from SHTs to BFP New Process Monitoring and Display New Electrical Enclosure and Emergency Generator This project is located in Fort Huachuca, AZ. Fort Huachuca is just west of Sierra Vista, AZ in the southeastern part of Arizona. MINIMUM CAPABILITIES REQUIRED INCLUDE THE FOLLOWING: Work will be performed in an active wastewater treatment plant facility and includes all demolition, repair, replacement and construction work as outlined in the plans and specifications. Previous work on wastewater treatment facilities is preferred for this project. All work must be done is strict compliance with all Arizona Department of Environmental Quality regulations and requirements. PROCUREMENT SET-ASIDE: This acquisition is 100% Total small business set aside. In accordance with FAR 36.204, the estimated magnitude range for this project is: Between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 237110 – Water and Sewer Line and Related Structures Construction, with a size standard of $39,500,000.00. Interested Firms must be considered small business for the designated NAICS in SAM.gov website. The PSC is Y1PD – Construction Of Waste Treatment and Storage Facilities. PROCUREMENT TYPE: This procurement will be conducted under FAR Part 14 Sealed Bidding CONTRACT TYPE: The government will award a firm fixed priced construction contract to the offeror who submits a proposal that is the best value to the government. BESTSAM.GOV: Plans and specifications will not be provided in hard copy. The solicitation and amendments will be posted on https://beta.sam.gov/ The solicitation will be available on or about 01 June 2021 with Bids due on or about 08 July 2021. Solicitation W912PL21B0009 and all amendments for this acquisition will be posted on https://beta.sam.gov/. THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
