Description: The U.S. Army Corps of Engineers (USACE), Walla Walla District is seeking sources for a project entitled Quality Assurance (QA) Testing-Task Force Barrier. The work is located close to the border between the United States and Mexico in California, Arizona, New Mexico, and Texas. This will be a firm-fixed price Blanket Purchase Agreements (BPAs). The North American Industry Classification System (NAICS) code is 541380 Testing Laboratories and the associated small business size standard is $16.5 million. Anticipated contract award January 2020. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B) A reference list for each of the projects submitted in A) above. Summary Scope of Work: This agreement covers requirements for BPA Holder(s) field and lab testing of soil/aggregate, riprap, concrete, and structural steel field testing in strict compliance to the test methods specified in the Price Schedule. Sampling and testing will be performed within the USACE and Department of Homeland Security (DHS) area of responsibility (AOR). The BPA Holder shall provide and/or procure all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform the field and laboratory test methods and to report results according to the applicable industry standard test method reporting requirements. All of the testing will require sampling by the BPA Holder(s). Pricing shall include all required sampling and testing required of the specified test method, except as specifically stated in the Price Schedule. The BPA Holder(s) shall sample and test construction materials in strict compliance with the standard test method, and report the results of the tests to USACE.
