Synopsis Market Research Survey and Sources Sought Notice for information on the capability and availability of potential contractors to perform construction services under an Indefinite Delivery Indefinite Quantity contract through issuance of task orders at Nellis AFB, Clark County, Nevada. The anticipated contract is a 2 phase design-build, and is expected to be for a period of five years or $49.9M, whichever comes first. The contract will be a 2 year base, with 3 options, with each option being for one year. This is a Sources Sought Notice and IS NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential interest, capability and qualified firms, including Small Businesses, 8(a), Women Owned, Economically Disadvantaged Women Owned, Hubzone, and Service Disabled Veteran owned firms. Responses to this Sources sought will be used by the Government in making appropriate acquisition decisions. The office of Small Business Programs, U. S. Army Corps of Engineers, Los Angeles District Office is attempting to identify capable/competent small businesses with the necessary past experience/performance, equipment and man power required to conduct construction activities such as renovation, repairs, earthwork, parking lots, communications, security fencing and alarm systems, security team escorts, electrical replacement, roofing and siding replacement, hangar door repair, and generator replacement , building repairs, roof repairs, civil, communication, mechanical, plumbing, structural, electrical, heating, ventilation, replace doors, air conditioning (HVAC), anti-terrorism and force protection. The North American Industrial Classification System (NAICS) Code potentially applicable to this acquisition is 236220 - Construction of Buildings. Firms must be considered a small business for the designated NAICS. Interested sources shall submit a capability statement demonstrating their ability to perform the work as described above. Responses are requested with the following information, which shall not exceed a total of five (5) pages. (1) Offerors name, address, point of contact, phone number, and email address. (2) Business size/classification, to include any designations as Small Business, HUBZone, Service Disabled, Veteran Owned, or 8(a) and NAICS code designations. (3) Past performance/experience on projects of similar magnitude and complexity describing no more than three (3) projects performed within the past five (5) years. Project examples must range from $1,000,000 to $4,000,000. A. One (1) of the three (3) projects must also have occurred on a military installation. The past performance information should include: 1. Project title 2. Location 3. General description of the construction to demonstrate relevance to the proposed project 4. Offeror's role 5. Dollar value of contract 6. Performance timeliness 7. Name of the company, agency, or government entity for which the work was performed with contact information (reference name, phone number, and email address). (4) Offerors bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) should range from $500,000.00 to $4,000,000.00 single and $15,000,000.00 aggregate. Interested offerors shall respond to the Sources Sought Notice no later than 5:00 PM PST, 22 August 2019.
