The US Army Corps will be soliciting for a construction project for the Office of Border Patrol's (OBP) mission for Tohono O'odham Nation - Integrated Fixed Tower (TON IFT) Project Road and Site Preparation, Ajo & Casa Grande Area of Responsibility (AOR) Border, Pima County, Arizona. Scope of Work: The project includes grading, excavating and clearing. The final product will be the construction of 10 site pads and the upgrading of 30 miles of road and upgrade about 80 low water crossings on the Traditional Northern Road, which will be required to be completed within 270 days, cannot be done during Federal or Tribal Holidays and over certain ceremonial periods for the Tohono O'odham Nation, and within a 5 day workweek after issuance of NTP. There are unique requirements since the project will be constructed on the Tohono O'odham Nation (Nation), the successful awardee will be required to clear all personnel with the Tribal Employment Rights Office (TERO) office on the Nation and all personnel working on the Nation will be required to have approved hire slips from the TERO office as well as complying with the environmental restrictions on the project and meeting Nation TERO goals. Also, the Contractor will be required to work with up to 3 or more monitors at each work crew to cover each work zone. The monitors are being procured under a separate contract. The work zone would be the areas where the contractor will be having equipment operating. Estimated duration of the project is 270calendar days. Work cannot be done during Federal or Tribal Holidays and over certain ceremonial periods for the Tohono O'odham Nation, and within a 5 day workweek after issuance of NTP. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $10,000,000 and $15,000,000 The North American Industry Classification System (NAICS) code for this procurement is 237310 Highway, Street, and Bridge Construction, which has a small business size standard of $36.5 million. The evaluation factors are as follows, but are subject to change: Environmental Compliance, Technical Approach, Past Experience, Key Personnel Resumes Past Performance, and Schedule the aforementioned evaluation factors may not be all inclusive. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform is at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. The solicitation will be available on or about 16 May 2019 with submittals due on or about 18 June 2019.
