The 414th CSB intends to award a sole-source contract to A.I.C.E. Consulting Srl for Title II / Post Construction Award Services (PCAS) on the Caserma Miotto Storm and Sanitary Project. Services will include construction oversight, on-site inspections, submittal review, RFI responses, and final certification to ensure compliance with the original design. The sole-source justification cites A.I.C.E. as the Designer of Record, with unique knowledge that prevents duplication of costs and unacceptable delays; a competitive action would require at least 120 days while the $12.4M project is imminent.
