The United States Government, through the Regional Contracting Office, Vicenza (Italy), intends to procure a contract for the subject as follows. The intent of this letter is to advertise the upcoming requirement for as many potentially interested companies. DESCRIPTION OF THE SERVICES NEEDED: This is a non-personal service(s) contract to provide barrier maintenance services throughout USAG-Italy installations in the greater Vicenza and Livorno Military communities. The contractor shall provide all labor, management, tools, equipment, supplies, chemicals cleaning products, supervision, transportation, and other items or services to ensure that the barrier maintenance services are performed at the locations within United States Army Garrison (USAG) Vicenza and Livorno Military Communities, as specified within the terms and conditions, in a manner that will maintain a safe, satisfactory facility condition and present a clean, neat and professional appearance. PLACE OF PERFORMANCE: The performance of the service sites are located throughout US Army Garrison Italy installations in the greater Vicenza and Livorno Military communities. METHOD OF CONTRACTING AND AWARD: The method of award will be clearly indicated in the Request for Quote (RFQ). TYPE OF CONTRACT: Firm Fixed Price (FFP) Purchase Order DURATION OF CONTRACT: The contract period of performance is for a base period and four option periods. HOW TO PARTICIPATE: Contractors that are interested in participating to this acquisition shall send an e-mail no later than 17 October 2024, 16:00 hrs Central European Time (CET) to the following addresses: FRANCESCA.CANDIA.LN@ARMY.MIL and JENNIFER.A.ROVIRA.CIV@ARMY.MIL . SUBMITTAL INFORMATION: It is requested that interested vendors submit to the contracting office a brief capabilities statement demonstrating ability to perform the services listed above. In order to deem the vendors' responsibility, such response shall include the following documentation as a minimum: A current and valid Certificato Camera di Commercio (Certificate of the Chamber of Commerce). Self-certifications are NOT allowed. The business purpose (oggetto sociale) should include but is not limited to barrier maintenance services. Only applicable to Italian Companies who plan to be the prime contractor. SAM REGISTRATION: to be considered for a Government contract the Quoter MUST be registered in the System for Award Management (SAM) website (https://www.sam.gov/portal/public/SAM/). To start the registration process the Quoter must: i. Have New Unique Entity Identifier (UEI). For more information about UEI, please visit https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systemsmanagement/integratedaward-environment-iae/iae-systems-information-kit/unique-entity-identifier- update; ii. Have a CAGE/NCAGE number: -American Contractor: CAGE code will be generated upon completion of SAM registration.- Italian Contractor: NCAGE code can be obtained via https://www.siac.difesa.it/tiki/tikiindex.php?page=NCAGE It takes two to three business days to receive a UEI number and two to three business days to receive a CAGE code. THE GOVERNMENT ANTICIPATES A CURRENT AND VALID ISO 9001-2015 CERTIFICATION BEING REQUESTED AS PART OF THE MANDATORY DOCUMENTATION. NOTE: In the case of a Joint venture, a copy of the Certificate of Chamber of Commerce of each company and a letter of intent of the joint venture shall be submitted. Only applicable to Italian Companies If the decision is made to issue a Solicitation for this requirement, additional information regarding the Performance of Work will accompany the solicitation.
