Solicitation Number: W912PF20Q0039 – Perform Inspections and Grounding Tests for the Electrical Distribution Systems at USAG Italy Darby Military Community Buildings and Plants, Livorno Italy Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information found at FAR 13 and as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The solicitation number is W912PF20Q0039 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: 2005-87-2 / 04-06-2016. This part except for Subpart 19.6 applies only in the United States or its outlying areas. This procurement is not a set-aside. The associated NAICS code is 541350. Description of the requirements for the items being required: The purpose of this combined synopsis/solicitation is for perform inspections and grounding tests for the electrical distribution systems in buildings and plants in accordance with the Italian D.P.R. n. 462 of 2001. The service will be performed in accordance with Statement of Work (SOW) titled “Perform Inspections and Ground Tests for Electrical Distribution Systems in accordance with Italian D.P.R. n. 462/2001 at USAG Italy DMC Buildings and Plants” included in the attached Request for Quotation W912PF20Q0039. The services will take place at Camp Darby, Tirrenia (Pisa), at DEPOT area, Tombolo (Pisa) and ASA area, Livorno, Italy. Required Period of Performance: 15 September 2020 – 31 December 2020 The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. An addenda to this clause is provided in Attachment 1. Offerors are reminded that to be awarded a government contract you MUST possess a DUNS (Dun & Bradstreet; http://fedgov.dnb.com/webform) and NCAGE (https://www.dla.mil/HQ/LogisticsOperations/Services/FIC/NATO/NATOCAGE/) numbers and be registered in SAM (https://www.sam.gov/SAM/) in accordance with FAR 52.204-7 Alt I entitled System for Award Management Registration (August 2012). The provision at 52.212-2, Evaluation — Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Procedures for Certain Commercial Items. Award will be made to the lowest priced offer that meets or exceeds all the minimum mandatory criteria in the solicitation evaluation factors. For the determination of responsibility the quoter shall provide; a. DOCUMENTO UNICO DI REGOLARITÀ CONTRIBUTIVA (DURC) The quoter shall provide with the quote a copy certified and NOT older than ninety (90) days at the time set forth for the receipt of the quote of the DURC. (Documento Unico di Regolarità Contributiva). Self-certifications are NOT allowed. However, if the quoter has submitted a certified DURC to the issuing office (RCO Sub Office Livorno) within 90 days from the due date of this quote, then the quoter may submit a copy of the previously certified DURC. The document MUST include the following statement otherwise the quote will be rejected. “Con il presente documento si dichiara che l’impresa RISULTA REGOLARE ai fini del DURC”. b. CERTIFICATE OF CHAMBER OF COMMERCE (ORDINARIO): The quoter shall provide a copy of the Chamber of Commerce Certificate of Membership (Certificato di Iscrizione alla Camera di Commercio), NOT older than two (2) months at the time set forth for the receipt of quotes. Self-certifications are NOT allowed. However, if the quoter has submitted a certified Chamber of Commerce Certificate of Membership to the issuing office (RCO Sub Office Livorno) within 90 days from the due date of this quote, then the quoter may submit a cop of the previously certified Chamber of Commerce Certificate of Membership. c. C.SELF-CERTIFICATION FOR ANTIMAFIA COMMUNICATION; The Quoter shall complete Attachment titled “Self-certification for Antimafia communication” consisting of one (1) Page. In accordance with Subpart 4.12 - Representations and Certifications; 4.1201 Policy. (a) Prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquisition.gov as a part of required registration (see FAR 4.1102). (b)(1) Prospective contractors shall update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM. Additional contract requirements: Site Visit: The quoters are put on notice that a pre-quote conference and/or site visit will be held on 24 July 2020, at 09:30 hrs, at Main Gate No. 1 Camp Darby (Tirrenia) Pisa. In order to participate all interested parties shall indicate their interest by submitting an email not later than Close of Business (COB) by July 08, 2020 to patrizia.meloni2.ln@mail.mil and sonia.zanobini2.ln@mail.mil. Please indicate in your email the Request for Quotation number/description of services and the name of the company, the address, the phone number, the fax number, the e-mail address, and name of the person(s) who will be present at the site visit (maximum two attendees): first name, last name, date of birth, place of birth, type and number of identification document. A legible copy of the identification document(s) has to be provided. If the person(s) has/have entry pass(es), a copy of the pass(es) has/have to be provided. Only the person(s) who has/have provided the personal data would be allowed to attend the site visit. The Guards will check the identification card at the gate. The quoter(s) not present on the list will be denied the entrance to the base. Not indicating interest as described above does not preclude the quoter from participating in this requirement. NOTE: Interested parties are NOT required to attend the organized site visit in order to submit a quote. Answers to questions may be posted to https://beta.sam.gov/. This contract will utilize Wide Area Workflow (WAWF) which is a secure Web-based system for electronic invoicing, receipt and acceptance. The WAWF application enables electronic form submission of Invoices and Government Inspection and Acceptance documents in order to support DoD’s goal of moving to a paperless acquisition process. All quotes must be submitted to the Contracting Officer as specified in the attached Request for Quotation W912PF-20-Q-0039. The price should be submitted in EURO without IVA.
