The Regional Contracting Office for the 414th CSB in Vicenza, Italy will use the responses to this notice to determine potential responsible vendors capable of providing the services described herein. The contractor shall provide all personnel, labor, vehicles, containers, tools, materials, equipment, transportation, supervision and other item and services necessary to manage and perform regular inspection and maintenance of the smoke analyzer systems and boilers in order to maintain these systems in good conditions. All work performed by the Contractor shall be in accordance with all applicable U.S. and Italian Nation laws and regulations, whichever is more restrictive at contract award date. This includes any required certification by authorized technicians in Italy (UNI- CEE regulations); moreover the contractor must be ISO 9001-2008 and ISO 14001 certified. The contractor shall provide all labor, management, tools, supplies, supervision, and other items in order to: Perform periodic inspection and maintenance of the smoke analyzer systems at Camp Ederle Boiler Plant Bldg.206 and Central Energy Plant Bldg.55 Del Din, and maintenance of exhaust Gas Selective Catalytic Reduction (SCR) treatment systems located at Bldg.55 CEP Del Din, Vicenza, Italy. All work performed under this contract shall be in accordance with (IAW) all applicable and current U.S. and Host Nation laws and regulations including but not limited to Italian commercial practice standards and in strict accordance with Italian Law D.L.152/2006 and the Performance Work Statement (PWS). The contractor shall perform regular scheduled inspection and maintenance services on the smoke analyzer systems (one scheduled service every 2 months) and SCR treatment systems (one service per year), to be performed respectively at Caserma Ederle and Caserma Del Din. The Contractor shall provide the service through technicians authorized by systems manufacturer, all coordinated by a project manager. Additionally the Contractor will be required to perform unscheduled maintenance services, as requested by the COR. Inspection and Maintenance of boilers. Services shall be performed, in accordance with (IAW) all applicable and current U.S. and Host Nation laws and regulations, at the following USAG Vicenza installations: Caserma Ederle (Vicenza), Del Din (Vicenza), Villaggio Della Pace Bldg.710 and 702, Vicenza, Italy PERIOD OF PERFORMANCE: The Government anticipates awarding a contract with a period of performance starting 01 August 2020 – 31 July 2021 Base Year plus four one-year options. This is a Request for Information (RFI). The Regional Contracting Office for the 414th CSB in Vicenza, Italy will use the responses to this RFI to determine potential responsible vendors capable of providing the services described herein, and to understand the training certificates requirement in order to design the evaluation criteria/factors in the follow on solicitation. The US Government is not obligated and will not pay for any information received from potential sources as a result of this Request for Information. BACKGROUND: The purpose of this acquisition is to provide inspection, testing and software fine-tuning on a KABA automated access control system, composed of approximately 3277 locks. REQUIREMENTS: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform testing and inspection as well as software fine tuning of the KABA automated access control system .The U.S Government is looking to procure testing and inspection services conducted by certified technicians, authorized by KABA, twice a year on all locks installed in various buildings located on Caserma Del Din. The requirement also includes the fine tuning and software upgrade of the two operating system softwares SAFLOK Win 6000 (MT Locks) and KABA EXOS 9300 (on-line) to be provided once a month. SPECIFIC TASKS: The contractor shall perform inspection, testing and software fine-tuning as well as respond in a timely manner to urgent calls, and provide spare parts for automated locks installed in various buildings in the area of Vicenza, part of the US Army Garrison, Italy. The anticipated Period of Performance is one (1) Base Year and four (4) 12-month option periods, beginning on or about August 2017. Tasks include the following: Inspection and Testing: The contractor shall conduct testing and inspection twice a year for approximately 3277 locks. The service consists of performing and evaluating a complete functionality test of each component within the systems, checking all defective parts that are suspected of being faulty, and any potential deficiencies. The contractor shall then provide a diagnosis of the problem, if applicable, to the Government. The contractor shall also identify any potential operational upgrades, and provide a record with the results found after every inspection. Software Fine Tuning and Software Upgrade: The contractor shall perform fine-tuning of the system to ensure the proper functioning, perform tuning of the control parameters, the programming software and interfaced signals. The contractor shall optimize the system in terms of comfort, safety and security, and shall submit a detailed report to the duly authorized Government representative, identifying the corrections made to improve system performance. The contractor shall have the operational knowledge and technical capability to operate system software SAFLOK Win 6000 (MT Locks) and Kaba EXOS 9300. Unscheduled Calls: The contractor shall be available to respond to urgent calls between 0800 hours and 0500 hours, Monday through Friday. Resolution of the unscheduled calls shall be completed within five (5) working days of initial service call. The contractor shall also provide all necessary resources to manage any unscheduled call remotely or on-site, whichever is applicable. Spare Parts: The contractor shall maintain a pre-priced bench stock of the spare parts. Certifications Required Perspective respondents to the solicitation will have to submit proof of certification and experience in providing the type of services required on KABA access systems. The contractor shall also be ISO 9001-2000 certified. Submittal of information SUBMITTAL INFORMATION: Interested contractors are requested to submit a brief capabilities statement package to the Contracting Office, demonstrating the ability to provide the services described above.
