The Regional Contracting Office for the 414th CSB in Vicenza, Italy will use the responses to this notice to determine potential responsible vendors capable of providing the services described herein. DESCRIPTION OF THE WORK: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to conduct resiliency training for USARAF Leaders (E5 and above). PLACE OF PERFORMANCE: Caserma Del Din, Vicenza Italy. PERIOD OF PERFORMANCE: The Government anticipates awarding a contract with a period of performance starting 21 October to 01 November 2019. There are no option periods. SOURCE SELECTION PROCESS: Lowest Price Technically Acceptable TYPE OF THE CONTRACT: Firm Fixed Price WHO CAN PARTICIPATE Quoter that possesses: Chamber of Commerce Certificate of Membership (Certificato Storico di Iscrizione alla Camera di Commercio), or similar for other than Italian companies, NOT older than 90 days at the time set forth for the receipt of offers. Self-certifications are NOT allowed and will be rejected. The business purpose (oggetto sociale) should include but is not limited to: Resiliency Training Special Qualifications: The leadership resiliency skills course instructors shall consist of a core team of highly experienced and licensed/certified professionals. All team members shall possess advanced academic degrees (Master or PhD level) or advanced training certifications in their field of expertise. The core team shall consist of a board certified clinical Psychologist. He/she shall be licensed to practice in the United States. Experience treating or working with military service and family members while deployed or upon return from overseas duty is desirable and advantageous while working with this target population. Listed certified member shall co-lead forums/classes on communication (couples and parent-child), stress management, post-traumatic stress, anger management, relaxation, spirituality, humor, sleep, conflict resolution, journaling, hypnotherapy and alcohol management as applicable to expertise. The core team shall consist of a member certified in acupuncture or dry needling for pain management sessions. The member shall be certified/licensed to practice in the United States. The core team shall consist of a member with prior active duty military service experience with preference of having held the rank of Senior Officer or Non-Commissioned Officer (NCO). A clear and thorough understanding of the Army values, culture, rules, and regulations will enhance the ability of the team to interact with active duty service members. The core team shall consist of a member that is an experienced licensed Physical Therapist. The team member shall lead all physical training sessions. The member shall conduct one-on-one consultations. The team member shall co-lead classes on nutrition care. The core team shall consist of a member that is an experienced certified Yoga Instructor. The team member shall lead yoga and meditation sessions and co-lead classes on nutrition care. The core team shall consist of a certified financial counselor. The member shall provide group and one-on-one financial counseling services to participants. The core team shall consist of a certified Hypnotherapist. The member will facilitate sessions on hypnosis and provided one-on-one hypnosis sessions. The core team shall include a member trained and certified in spiritual counseling. This member will participate in sessions on spirituality and relationships and provide one- on-one spiritual counseling sessions. The certificates and licenses shall be provided with the contractor's proposal. The program shall include a therapy dog to provide comfort and facilitate course objectives. .
