NOTE to the Pre-solicitation notice (May 23, 2019): The purpose of this NOTE is to upload the site visit information, the solicitation, and all relating attachments. NOTE (January 25, 2019): The purpose of this NOTE is to inform the Vendors that the site visit scheduled date has been postponed to a date to be determined. The postponed date will be posted in the next few weeks. Be advised that the names of the Vendors' Representatives cannot be changed. PROJECT NUMBER AND TITLE: MISSION ESSENTIAL EQUIPMENT MAINTENANCE AND REPAIR, DARBY MILITARY COMMUNITY, ITALY; SOLICITATION # W912PF-19-Q-0010. NOTE: The purpose of this NOTE is to upload the site visit information, as per the below SITE VISIT paragraph. DESCRIPTION OF THE PERFORMANCE: The contractor shall provide all labor, personnel, equipment, tools, material, supervision and other items and services necessary to perform inspections, testing, maintenance, evaluation and certification for special equipment for Army Field Support Battalion Africa (AFSBn Africa) in accordance with (IAW) all local government regulatory requirements, base policies, Military Instructions and the requirements of this Performance Work Statement (PWS). This is a non personal service contract to provide preventive maintenance and repair for a diverse range of essential equipment used to complete AFSBn-Africa mission requirements. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor must provide all equipment, labor and preventive maintenance materials such as oils, lubricants, grease, service parts etc. to perform recurring maintenance. Inspections shall include annual weight capacity test (Critical Load Equipment), preventive maintenance, and major/minor repairs of all systems. All devices of the type listed in Attachment VII of Legislative Decree 81/08 shall be verified within the period of the contract IAW art. 71 of the same law; such verifications shall be requested, coordinated and arranged by the contractor, carried out and documented in the equipment log book (Libretto), by a firm authorized as per Legislative Decree 81/08 article 71 paragraph 13. Maintenance will include testing, cleaning, greasing, lubrication, and adjustment of motors, bearings, rollers, switches, and as required by vendor specific operation and maintenance manuals. The Contractor will perform all necessary repairs in accordance with original manufacturer's recommendations for all equipment and system components, replacing used or damaged parts, performing required certifications, testing, adjusting, and balancing and making sure all used parts are properly disposed. The contractor will provide proper maintenance schedules, reports, data cards, inventories, and other maintenance and maintenance/repair reporting as required. The Contractor will ensure AFSBn-Africa can continue to operate successfully, to original equipment specifications, and within all required codes, regulations, and permit requirements. The end-state for serviceability of this equipment is fully functional equipment that when used for intended purposes meet the industrial safety standards contained in the applicable host nation and US Army regulation for shop equipment in the industrial facility. Maintenance will also include complete replacement of oils and hydraulic fluids as specified by equipment vendors annually or bi-annually based on equipment usage and condition of the equipment. Preventive maintenance shall be performed as prescribed by the manufacturer as detailed in the owner's manual. All equipment used for repair or replacement of parts for recurring maintenance shall be supplied by the contractor. FUNDING: The project is currently funded. LOCATION OF THE WORK: Service will be performed at Darby Military Community (DMC), US Army Garrison (USAG) Italy, Livorno Army Depot, AFSBn-Africa Area of Operation. METHOD OF CONTRACTING: This will be a Request for Quote (RFQ) resulting in a Time & Material contract. PERFORMANCE PERIOD: The Performance Period will be base year plus option years. SITE VISIT: The site visit will be held on June 14, 2019, 9:30AM, meeting site: GATE 27. HOW TO PARTICIPATE: In order to participate all interested parties will be invited to indicate their interest by submitting an email not later than Close of Business (COB) on May 28, 2019 to elisa.orsini2.ln@mail.mil. Please indicate in your e-mail the solicitation number (W912PF-19-Q-0010) and the name of the company, address, phone number, fax number, e-mail address, and name(s) of the person(s) who will be present at the site visit (maximum two persons): first name, last name, date of birth, place of birth, type and number of identification document. Please attach the Identification Document to the e-mail. Only the persons who have provided the personal data will be allowed to attend the site visit. The Guards will check the identification card at the Gate. The offerors not present on the list will be denied the entrance to the Base. MISCELLANEOUS: It is anticipated that the solicitation package, including the Performance Work Statement, description of the work and all additional information, will be posted within few weeks on Federal Business Opportunities (www.fbo.gov). Offerors are reminded that in order to be awarded a government contract you MUST have DUNS (Dun & Bradstreet; tel: 02-28-455-379) and NCAGE (www.dlis.dla.mil/Forms/Form_AC135.asp) numbers and be registered in SAM (https://www.sam.gov/portal/public/SAM/).
