The U.S. Army, 928th Contracting Battalion (CBN) / Regional Contracting Office (RCO) Bavaria, Unit 28130, APO, AE 09227, intends to issue a solicitation to award a commercial, Single Award, Firm-Fixed Price (FFP), Indefinite Delivery Type (IDT) contract for the U.S. Army Garrison Bavaria to include all Grounds Maintenance Services for both Tower Barracks-Grafenwoehr and Rose Barracks-Vilseck. An offeror must meet the technical qualification and experience requirements in order to be eligible for award. FAR Clause 52.204-7 (System for Award Management) applies to this procurement which states “an Offeror is required to be registered (and marked ‘Active’) in SAM when submitting an offer.” Processing time should be taken into consideration when registering. Offerors who are not registered (or do not have not current registrations) in SAM should consider applying for registration immediately upon receipt of this synopsis. See https://www.sam.gov for information on registration. The Period of Performance is expected to start on 01MAY 2021 and includes a one (1) year Base Period with four (4) one-year Option Periods IAW FAR Clause 52.217-9 (Option to Extend the Term of the Contract). Additionally, the requirement will include an Option to Extend Services (for a period up to six (6) months) IAW FAR Clause 52.217-8. The Government anticipates releasing the solicitation under full and open competition within the next 60 (sixty) days, but the Government reserves the right to delay or cancel the solicitation at any time prior to award. Please note, this PRESOLICITATION notice merely serves as the synopsis for this contract requirement; once it is ready for release, the actual solicitation will be posted separately along with all requisite attachments and detailed instructions therein.
