Answer vendor questions regarding requirement specifications. 2. Replace the initial Performance Work Statement (PWS), by the attached revised PWS, dated 13 Aug 2021 (revised para 7.4.3.). 3. All other terms and conditions remain unchanged. SITE VISIT - 10 Aug 2021, 10.30 hrs. This is a non-personal service(s) contract to provide custodial services at USAG Bavaria – Hohenfels under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration to the supervision and control usually prevailing in relationships between the Government and its employees. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this PWS. Contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.

The Regional Contracting Office - Bavaria intends to issue a solicitation for custodial services, Hohenfels - USAG Bavaria. A firm fixed price contract will be awarded. The Government anticipates posting the solicitation to the beta.sam.gov website in June-July 2021. All amendments to the solicitation will be posted to this website. Contractors are cautioned to check the website periodically for amendments. Solicitation mailing lists will not be compiled and the RFQ and amendments will not be sent out in paper copy. All documentation can and must be downloaded from the website above. All contractors must be registered in the System for Award Management (SAM at www.sam.gov) to be eligible for contract award. Faxed offers or amendments will not be accepted. All dates are subject to change without notice. This pre-solicitation notice is for a non-personal services contract to provide Custodial Services at Hohenfels, USAG Bavaria. The Contractor shall perform all work and assume responsibility for planning, programming, administering, managing, and executing all functions necessary to provide custodial services as specified in the Performance Work Statement (PWS). The contractor shall respond to changes in current operations and troop strength. The Contractor shall perform all related administrative actions required to provide services or perform work such as material requisitioning, quality control (QC), financial control, meetings, and correspondence. The Contractor shall also maintain accurate and complete records, files, and libraries of documents to include all U.S. German, and local regulations, standards, provisions, codes, laws, technical manuals, and manufacturers’ instructions and recommendations that are necessary and related to the functions being performed. The Contractor shall compile historical data, prepare required reports, and submit information as specified by the Deliverable List presented in the PWS. The description of services shall be further defined in subsequent, individual task orders.
