(22 MAY 2020) The U.S. Army Contracting Command 409th CSB/RCO Bavaria issues this solicitation for the procurement of a Catholic Religious Education Coordinator, located within USAG Bavaria Grafenwoehr, Tower Barracks/Rose Barracks Catholic Community. This requirement will be a non-personal service contract, solicited proposed services under the authority FAR Part 12 & FAR Part 13. A single Award firm fixed price (FFP), lowest price technically acceptable (LPTA) evaluation factors in determining the successful offer. This contract is for one (1) Base Year plus four (4) Option Years for a possible total of 5 years. The FOB will be DESTINATION USAG Bavaria Germany This Request for Quotes (RFQ) incorporates provisions and clauses for commercial services in effect through Federal Acquisition Circular 05-100. The solicitation MUST BE EMAILED TO THE BUYER. OFFERORS WISHING TO SUBMIT AN OFFER ARE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFQ from beta.sam.gov and to frequently monitor beta.sam.gov for any amendments. A bidders list will not be maintained by this office, NO TELEPHONE OR FAX REQUESTS FOR THE RFQ PACKAGE WILL BE ACCEPTED. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Tips for developing a successful quote (this is not all inclusive). - Complete SAM and WAWF registration, instructions start on page 3 of the solicitation. (This does not need to be complete in order to submit your quote but should be complete prior to any contract awards) - Ensure you read the Performance Work Statement (PWS) and solicitation in its entirety. - Complete ELIN schedule pricing based off the PWS and transfer these prices to the CLINs on the solicitation (CLINs start at 0001 on page 8 through 4004 on page 18 of the solicitation) - Do not fill in prices for CLINs 7500-7504, these prices should be included in your CLIN prices prices 0001-4004. - There are a lot of mandatory Provisions and Clauses required by law, some are referenced by their name and number others are referenced in their full text form.
