Re-open the solicitation and to extend the required response date/time from 15 May 2020 10:00 AM to 31 July 2020 10:00 AM CET 2. Change clause 52.212-2, Factor 1 - Technical– Experience, as reads below. Factor 1: Technical – Experience This evaluation factor has been met when the quotation demonstrates the offeror has at least three (3) years of experience in performing services of similar scope to this within the last five (5) years, in the amount of no less than one (1) Million. Up to three (3) contracts (including customer or organization name, contracting value, description of service) shall be provided. Offers that do not demonstrate that the offeror has the required experience will be determined to be technically unacceptable. The Technical rating will be based on an “Acceptable” / “Unacceptable” basis. The following definitions will be used in evaluating the offeror’s quotation against the technical requirement. 3. Change Addenda, Factor 1 - Technical– Experience, as reads below. a. Factor 1 – Technical - Experience: The offeror shall provide documentation that demonstrates at least three (3) years of experience in performing services of similar scope to this solicitation within the last five (5) years, in the amount of no less than one (1) Million. Answer vendor questions regarding requirement specifications. 3. Replace the initial Performance Work Statement (PWS), and Exhibit Line Item Sheet (ELIN), by the attached revised PWS, dated 13 May 2020 due to adding para 5.3.18 through 5.3.23, and revised ELIN Sheet, dated 13 May 2020, due to additional ELINs. 4. Change CLINs as shown below. 5. Provide additional Attachment # 1 through 6. 6. Change the performance period from 21 Aug 2020 through 20 Aug 2025 to 21 Nov 2020 through 20 Nov 2025. 7. Replace initial solicitation with attached revised solicitation. 8. All other terms and conditions remain unchanged. Solicitation: This is a non-personal service contract to perform ground maintenance services at Operation and Maintenance Areas (OMA) and Army Family Housing Areas (AFH) within the USAG Ansbach footprint. The Contractor shall provide non-personal service(s) to provide ground maintenance such as grass cutting, leaf raking, tree maintenance, planting of trees, trimming of trees and bushes, watering of plants, hacking of plants, weed control, cleaning of sandboxes, sand exchange at OMA and AFH Areas Ansbach, Katterbach, Illesheim and Oberdachstetten, USAG Ansbach.

This requirement will be solicited on an unrestricted basis using the commercial item procedures in FAR Parts 12 and 13. The resultant contract will be a Firm Fixed Price (FFP), type commercial purchase order. This requirement will utilize low price technically acceptable evaluation factors in determining the successful offer. The FOB will be DESTINATION Ansbach, Germany. It is anticipated that the solicitation will be posted on or about 02/18/2020. The RFQ will be posted and be available for download at https://beta.sam.gov/. The solicitation MUST BE EMAILED TO THE BUYER. OFFERORS WISHING TO SUBMIT AN OFFER ARE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFQ from FBO and to frequently monitor Beta-SAM for any amendments. A bidders list will not be maintained by this office, NO TELEPHONE OR FAX REQUESTS FOR THE RFQ PACKAGE WILL BE ACCEPTED. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
