PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. U.S. Army Europe and the 21st Theater Sustainment Command (TSC) intends to award a sole source, frim fixed price contract to Nexus Life Cycle Management (LCM), Stevenson, WA 98648 to procure Joint Enterprise Data Interoperability (JEDI) Sustainment Support Services. The U.S. Army Europe and the 21st TSC has a need to procure non-personal services to map additional processes and implement within the JEDI software, the capability to enhance US Army Europe and NATO Logistics Functional Area Services (LOGFAS) interoperability. The Government has an immediate need to further map JEDI software for utilization in at least seven upcoming exercises. The first exercise required to utilize this capability will be in 2020, but planning will begin in 2019. Based on market research, Nexus LCM is the only source capable of meeting the Government's requirement because they are the only source that has obtained the authorizations to gain access to U.S. DoD and NATO networks. Nexus LCM already possesses the mandatory NATO, DOD, and Information Assurance qualifications that are required to translate DoD data to a NATO System of record. In addition, Nexus LCM is the sole proprietor of JEDI Software and the only source to successfully provide interoperability between a U.S. DoD agency and NATO information system. NATO Communications and Information Agency (NCIA) is the owner of LOGFAS and Nexus LCM is the only company that NCIA has worked with and allowed data translation for US data to LOGFAS. Based on this information, Nexus LCM is the only source currently capable of meeting the Government's requirement. This notice will be distributed solely through the Federal Business Opportunities (FBO) Website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Only timely email responses will be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed requirement based upon responses received in response to this notice is at the discretion of the Government.
