This requirement is exempt from synopsizing in accordance with (IAW) FAR 5.202(a)(13) - Exceptions, which states "The contracting officer need not submit the notice required by 5.201 when (a) The contracting officer determines that (13) The proposed contract action-- (i) Is for an amount not expected to exceed the simplified acquisition threshold; (ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE; and (iii) Permits the public to respond to the solicitation electronically. Please find included the Request For Quotation (RFQ) W912PA-20-Q- 0031 with its Attachment 1 and Performance Work Statement with Attachment 2. Detailed instructions to offerors can be found under FAR Clause 52.212-1 and its Addendum. ONLY OFFERORS WHO ARE REGISTERED AND HAVE AN ACTIVE ACCOUNT IN THE SYSTEM FOR AWARD MANAGEMENT (www.sam.gov) AT THE TIME OF THE OFFER MAY BE AWARDED A CONTRACT AS A RESULT OF THIS RFQ. Payment for this requirement will be made through the Wide Area Work Flow (WAWF) system. Vendors shall be registered in WAWF before they could submit an invoice. Because this requirement is located OCONUS, FAR Part 19 does not apply, therefore this requirement will not be set aside for small business.
