The 409th CSB, Regional Contracting Office for the BENELUX has a requirement for an English Speaking Protestant Religious Education Coordinator (PREC) at the International Chapel, SHAPE, Belgium. This is for one base year and two option years. The anticipated award date is on or about August 14, 2020. The performance of this requirement is OCONUS and FAR Part 19 does not apply therefore, this requirement will not be set aside for Small Business. The services of the Protestant Religious Education fall under the USAG Benelux Chaplain’s Religious Support Program as defined in the Commander’s Master Religious Program (CMRP). The mission of the Chaplain’s Religious Support Program is to provide military religious support activities that meet the religious requirements of Soldiers, Families, and authorized civilians. Religious Support includes religious services; rites, sacraments, and ordinances; pastoral care/counseling; religious education; Family life ministry, and clinical pastoral education. The primary goal of the Chaplain’s Religious Support Program is to insure the free exercise of religious preference, which is a statutory requirement under USC Title 10. Religious education is essential element of the Protestant worship. The need for religious education is also outlined in AR 165-1, Chapter 5, paragraph 5-3.
