This synopsis publication satisfies the requirement at FAR Part 5.2 and constitutes the Government's Notice of Intent to increase the ceiling of Contract Number W912PA-19-D-0001 on a non-competitive basis. The ceiling increase will be accomplished per 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii)(A)-Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The US Army, 409th CSB/Regional Contracting Office (RCO) - Benelux, Brussels, Belgium intends to increase the ceiling of the current single award ID/IQ contract W912PA-19-D-0001 with Ets Maurice Wanty Rue des Mineurs 25, 7134 Binche, Belgium, on a sole source basis in support of the renovation and maintenance of roads under the responsibility of the USAG Benelux. The estimated amount of the ceiling increase is $6,200,000.00, from $5,710,857.62 to $11,910,857.62. RCO-Benelux does not anticipate that a competitive action would recover the substantial duplication of costs associated with a short-term contract while the follow-on contract is competed and awarded. The work to be performed with the ceiling increase and contract extension is within scope of the contract, and includes the following: 1) Create roundabout near Gate#14 according to ADP at Chievres Air Base, 2) Redo road in the commercial area according to ADP at Chievres Air Base, 3) Redo road from Gate#14 to the Barracks according to ADP at Chievres Air Base, 4) Construct new sidewalks in commercial area at Chievres Air Base, 5) Construct lay down for DPW at Chievres Air Base, 6) Repair access road near pond at Chievres Air Base, 7) Construct additional employee parking space at lodge at Chievres Air Base, 8) Repair outside plumbing for the MP dog kennel at Chievres Air Base, 9) Parking lot Phase 1 (right side 28 spaces) at Chievres Air Base, 10) Repair Emergency Road Gate 16/2nd way at Chievres Air Base, 11) Upgrade Parking Lot and Roads at Caserne Daumerie, 12) Multiuse hardstand behind of warehouse 50036 and 50037 at Zutendaal, 13) Repairs to Main Guard Shack at Zutendaal, 14) Roadway Improvements for DEF-EUR 21 at Zutendaal, 15) Various smaller Road Repairs for USAG Benelux at Chievres Air Base Any response to this notice must show clear and convincing evidence that competition of this action would not result in substantial duplication of cost to the Government for the needed licensing, certifications for projected projects, needed equipment or appropriate labor, or increased costs of the execution of the above while the follow-on contract is competed and awarded. In doing so, interested sources may submit a capability statement demonstrating their ability to be able to perform, proposal or quote, outlining pricing information, information showing how the government can recover the anticipated substantial duplication of costs through a short-term competitive action, and demonstrating the ability to meet the Governments needs. Responses must be received no later than the 15th day after this notice is posted. This synopsis is not considered a request for bid, quote or proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on the basis of capability statements, quotes or proposals received in response to this notice, but responses, if any, will be used to determine if a short term competitive action would eliminate any substantial duplication of costs.
