The 409th Regional Contracting Office Benelux anticipates a requirement for CORE COMPLIANCE Consulting Services. The USAG Benelux Department of Public Works - Environmental Division, in order to perform the full spectrum of its environmental mission, requires Advisory and Assistance Services (A&AS) to supplement its organic workforce and accomplish environmental program management as required by AR 200-1 para 1-20a and 1-27(3). The contractor will be required to: - Develop and implement environmental programs, provide consultation and coordination support on soil decontamination projects, provide expertise for the Garrison Spill Response and Prevention Programs and the Garrison POL sites and tanks (UST-AST), develop methods to minimize future environmental pollution, provide Environmental Reviews (ER) of projects, provide environmental planning, European Union (EU) policy review, and forecasting of policy development, as well as comply with environmental regulations and statutes; - Coordinate and review submitted data deliverables for functional and technical accuracy/completeness and for compliance with applicable regulations; - Assess whether technical deliverables satisfy specifications and schedules; - Make written recommendations regarding acceptance or rejection of technical deliverables. Period of service performance: 9-months base period: 29 Sep 2019 - 30 Jun 2020 12-months option period 1: 1 Jul 2020 - 30 Jun 2021 12-months option period 2: 1 Jul 2021 - 30 Jun 2022 12-months option period 3: 1 Jul 2022 - 30 Jun 2023. Location of performance: 1. Belgium (Europe): Chievres Air Base, Daumerie Caserne, USAG Brussels-Main Compound, USAG Brussels-Sterrebeek Annex; 2. The Netherlands (Europe): Army Prepositioned Stock (APS) - Zutendaal; 3. Germany (Europe): Army Prepositioned Stock (APS)- Duelmen/Tower Barracks ONLY CONTRACTORS WHO ARE REGISTERED AND HAVE AN ACTIVE ACCOUNT IN THE SYSTEM FOR AWARD MANAGEMENT (www.sam.gov) AT THE TIME OF THE OFFER MAY BE AWARDED A CONTRACT AS A RESULT OF A SOLICITATION. Payment for this requirement will be made through the Wide Area Work Flow (WAWF) system. Contractors shall be registered in WAWF before they could submit an invoice. Because this requirement is located OCONUS, FAR Part 19 does not apply, therefore this requirement will not be set aside for small business.
