AMENDMENT 0001 The reason for this amendment is to change the anticipated start date of Period of Performance for the contract from March 1st to May 1st. All other terms & conditions remain the same. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111, with a small business size standard of $47,000,000 annual average receipts (total or gross income) over the past three years. The U. S. Army Corps of Engineers, St. Louis District, is seeking a Contractor to provide refuse collection operations throughout the Lake Shelbyville Project area, located in Shelby and Moultrie Counties, Illinois. Work shall consist of furnishing all labor, equipment, and material necessary to provide dumpsters/roll-off containers and removal of refuse from project lands at Lake Shelbyville. Please review Instructions to Offerors, Price Schedule, Performance Work Statement, and Appendices contained herein for description of requirement. Base Contract Duration 5 Years IDIQ (5 Ordering Periods) with an option for 6-month extension Actual Contract Duration will be reflected at the Time of Award Cumulative Minimum Guarantee on Base Contract: $25,000 Cumulative Maximum Capacity: $2,500,000 Note: Period of Performance will be established at the task order level. The following factors shall be used to evaluate offers; Price and Past Performance. Provide documentation of previous contracts, if any, using the Past Performance Questionnaire. Please include similar size, complexity, dollar value, contract number, place of performance, and contact information. In lieu of PPQ, offerors may submit CPARS report(s) for similar services. No other report will be accepted. If CPARS report(s) for similar services are not available, offerors must submit references using PPQ provided. All other terms and conditions remain the same. Quote due date/time remains unchanged. The selection process for this project is Comparative Evaluation, IAW FAR 13.106-2(b)(3). Price and Past Performance will be evaluated. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ. The government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government. The government has the discretion to accept other than the lowest priced offeror that provides additional benefits. Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors must complete annual representations and certifications online in the System for Award Management in accordance with FAR 52.212-3, “Offeror Representations and Certifications–Commercial Products and Commercial Services.” If paragraph (b)(2) of the provision is applicable, a written submission is required. The Government reserves the right to cancel this solicitation.
