This is a non-personal services contract to provide Refuse Removal Services at Rend Lake, located in Franklin and Jefferson Counties in Illinois. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services. The Contractor shall provide all personnel, supervision, tools, equipment, material, supplies, transportation, fuel, labor, and other items and non-personal services necessary to perform refuse removal services in recreational and administration areas and/or other areas of the Rend Lake Project in accordance with this Performance Work Statement (PWS) except those items specified as Government furnished property and services. Refuse removal services include the following, but are not limited to, all job planning, programming, scheduling, administration, inspection, and management necessary to accomplish the required specified services. Work items are addressed separately in these specifications only for the purpose of describing an end product for the work to be accomplished. The Contractor shall assure that all work is accomplished in accordance with contract requirements. All work shall be performed to the satisfaction of the Contracting Officer (KO) or Contracting Officer’s Representative (COR). The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that refuse removal services are performed at Rend Lake in a manner that will avoid damages, while also maintaining a clean, neat, and professional appearance. Area maps and workloads depicting the service described in this PWS are identified in Appendix A and B. The Contractor’s performance shall be based on the Contracting Officer’s Representative (COR) and Contracting Officer’s (KO) evaluation of the results required by the Performance Requirement Summary (PRS) and not the method of performance. The evaluation of results will be based on COR surveillance, customer satisfaction and/or complaints. Results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards. Work shall consist of furnishing all personnel, supervision, tools, equipment, material, supplies, transportation, fuel, labor, and other items and non-personal services necessary to install, move, remove refuse, clean, repair, maintain, and service dumpsters at recreational areas and facilities at Rend Lake in accordance with this PWS. SOLICITATION: The solicitation is expected to be available on or about 1 June 2023. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at www.sam.gov/. This solicitation package will be posted on SAM.GOV, which can be accessed at www.sam.gov/. Paper copies of this solicitation and its amendments will not be available or issued. Electronic copies are not permitted for the bid. The proposal submission date and time will be contained in the solicitation package. Telephone, written, facsimile, or e-mail requests for the solicitation package or the Interested Vendor List will not be honored. Potential offerors MUST register at www.sam.gov/, in order to receive notification and/or changes to the solicitation. The Interested Vendor List will be activated and may be accessed and printed from this web site. Prospective offerors who would like their company name included on the Bidders Mailing List (plan holders list) may do so on the Sam website under Interested Vendor List. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
