AMENDMENT 0006 - SOLICITATION CANCELLATION PROJECT TITLE: Lock and Dam 25 New 1,200 f t Lock - Navigation and Ecosystem Sustainability Program. This procurement is using Full and Open Competition (unrestricted). The Estimated Magnitude of Construction is over $500,000,000. NAICS Code 237990 Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $45,000,000. This is a Fixed-Price Incentive Successive Targets (FPIS) type contract utilizing a one-time deviation for Integrated Design and Construction (IDaC) delivery method. The procurement will be evaluated using Best Value Tradeoff Source Selection Evaluation Procedures. Contractors are requested to review requirements and instructions for an Integrated Design and Construction selection in response to this Request for Proposal (RFP). The purpose of the Draft Request for Proposal (RFP) W912P923R0007 is to seek industry input regarding the contents of the draft documents that are being provided to help the Government improve upon and prepare eventual final RFP documents for the Lock and Dam 25 New 1,200 ft Lock procurement. The purpose of the Pre-Solicitation Conference is to provide an update to industry on the status of the Lock and Dam 25 design efforts and to provide information on the intended/contemplated delivery method that the Government is pursuing. The government is pursuing an Early Contractor Involvement (ECI) via Integrated Design and Construction (IDaC) delivery method for the construction of the new 1,200 ft lock at the existing Lock and Dam 25. ECI-IDaC is a variation of the ECI-FPIS (Fixed-Price Incentive Successive Targets) delivery method in accordance with FAR Part 16.403-2 whereby the Government and the selected Contractor agree to terms on a Firm Fixed Price base for preconstruction services that will work in tandem with the Government design phase. Once design is complete the Government and the Contractor would then agree on a Firm Fixed Price option for construction. The contract would operate in an incentive mode during the design and preconstruction phase as it pertains to the eventual construction option pricing.
