Description: This is a non-personal services contract to provide Refuse Removal Services at Mark Twain Lake, located in Ralls and Monroe Counties in Missouri. Contract Line Items: This requirement and associated contract line-item numbers (CLINs) is provided in attachment named A02_Bidsheet. Basis for award: The Government will award a contract resulting from this solicitation on the basis of the lowest evaluated price of (technically acceptable) responsible offers whose service meets the requirements as listed in the performance work statement, and bid schedule. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later the Contracting Officer determines to be necessary. The Government may reject any and all offers if such is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in received offers. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) one-year options with an additional 6 (six) month option at the end of the contract. SYNOPSIS REFUSE REMOVAL SERVICES PERFORMANCE WORK STATEMENT FOR CLARENCE CANNON DAM AND MARK TWAIN LAKE AT MARK TWAIN LAKE, MISSOURI Description of Services. The Contractor shall supply refuse dumpsters and fish cleaning station collection baskets, remove refuse, clean, service and maintain sanitary conditions at all refuse dumpsters and fish cleaning stations in accordance with specifications, drawings and schedules contained herein. The Contractor shall remove all refuse collected from Government property, and properly dispose of materials in accordance with Federal, State, and local regulations and commercial standards. The contractor’s performance will be based on the Contracting Officer’s (KO), Contracting Officer’s Representative (COR), and Quality Assurance Representative (QAR) evaluations and the results required by the Service Delivery Summary (SDS). The evaluation of results will be based on QAR performance assessments, customer satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract.
