Justification and Approval as well as memorandum have been added to this Solicitation. Blue list within attachment 1 contains specific allowable products and must be adhered to. UAS Platform Requirements Quadcopter or multirotor (NDAA compliant or Blue list approved) 5 lb. carrying capacity 30-minute flying time on single battery for 5 lb. payload NDAA Compliant control (ground control station) Minimum total endurance (with additional batteries) of 120 minutes Battery Charging Unit Drone Case Custom payload integration for Lidar Sensor Additional replacement propellers Sensor: Lidar Payload Requirements: NDAA compliant Integrated camera (capable of producing colorized point cloud) Camera can produce orthophotos (greater than 20 MP resolution) Capable of flying up to 300 ft. AGL Capable of at least two returns Absolute vertical accuracy <=5cm RMSE Kinematic Post-processing Payload costs less than $60,000 (excluding UAS and software) Software: UAS Flight Planning software – No subscription. Must be a perpetual license with lifetime support for firmware updates. LiDAR - Software yearly only maintenance under $3,035 on all systems. Point cloud generating software IMU trajectory software (Future cost Savings) Post processing software – Not having additional post processing software other than QT Modeler, Global Mapper, and/or ArcGIS Pro. These three post processing point cloud software are paid for by a USACE Enterprise License Agreement. No additional funding source would be required either for a perpetual upfront cost or a year-to-year cost.
