Combined Synopsis/Solicitation Number: W912P922R0008 – Request for Proposals This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format FAR 12.603 – Streamlined Solicitation for Commercial Items (Services), and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01, dated 12-06-2021. The requirement is for a 100% Women-Owned Small Business (WOSB) set-aside under NAICS code 541620. The size standard for this NAICS codes is $16,500,000 M. Description: This is a non-personal services contract to conduct soil remediation and restoration of an area commonly referred to as “The Floodplain” located immediately adjacent to the south and west of Eagle Zinc Superfund Site (Site) in Hillsboro, Illinois. Previous studies indicate there are approximately 3000 cubic yards of contaminated soils/sediments that will need to be removed and transported to an approved landfill facility for disposal, backfill of excavations and final floodplain area restoration. Cleanup objectives and sampling and analysis – The contaminants of concern/cleanup levels for the area include Zinc (Zn -23000 mg/kg), Lead (Pb- 400 mg/kg), Arsenic (As-11.3 mg/kg), and Manganese (Mn – 1600mg/kg). Cleanup Objectives follow IEPA’s Tiered Approach to Corrective Action Objectives (TACO) Section 742, Appendix B, Table A, Tier 1 Soil Remediation Objectives for Residential Properties. Contract Line Items: This requirement and associated contract line items numbers (CLINs) is provided in attachment names A02. Bid Schedule. Basis for award: The government will issue award to the offeror whose quote is the Lowest Price of those determined to meet at least the minimum requirements to be determined technically acceptable & demonstrates satisfactory past performance. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later the Contracting Officer determines to be necessary. The Government may reject any and all offers if such is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in received offers. Period of Performance: The period of performance shall be 365 days in duration. The work to be performed under this contract will be performed at Eagle Zinc Superfund Site in Hillsboro, IL.
