Melvin Price Flood Control Project - Reach 1 The work covered by this contract will consist of furnishing all equipment, labor, services, supplies and materials necessary to satisfactorily construct Wood River Levee District's relief wells as specified and in accordance with the contract specifications. All work will need to be completed in coordination with other ongoaing Federal projects onsite and without disruptions to site operations. The contract duration is 420 days. The estimated range is between $5,000,000 and $10,000,000. Soliciation Type - This solicitation is Best Value using the Subjective Trade-Off method, and is issued using full & open competition. Davis Bacon Wage Determination No. IL 17, Revision 9, dated 6/19/2020 is applicable to this solicitation. The U.S. Army Corps of Engineers, St. Louis District is seeking firms with demonstrated capabilities and experience for construction services necessary to be provided for the US Army Corps of Engineers – St. Louis, Missouri. This requirement is for Mel Price Flood Control Project – Reach 1. Work includes but is not limited to the installation of fifty five (55) partially penetrating 10-inch diameter stainless steel relief wells which will be placed in manholes and/or headwalls and modifying four (4) existing D-type relief wells to discharge at a lower elevation. This project will include extensive dewatering features due to elevated groundwater conditions from the Mississippi river, constructing concrete and riprap spillways, spillway formation and regrading, access road installation with geotextile and geogrid in soft soil wetlands, extending existing IDOT storm drains with articulated concrete mattresses, and installation and setup of automated piezometers near Alton, IL immediately upstream from Mel Price Lock and Dam. Solicitation Number W912P920R0053 will be issued as an Unrestricted Procurement, using the Best Value Trade-Off Method. The NAICS code for the work is 237990, Other Heavy and Engineering Construction. The SBA Size Standard is $39.5 Million. The closing date and time for submission of offers will be contained in the solicitation package. There will be not a public bid opening. The solicitation package will be issued on or about 20 August 20. The Government will not provide paper copies of the solicitation. The solicitation package will be posted on betaSAM, which can be accessed at beta.SAM.gov. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the posting on betaSAM.
