Sources Sought Locks No. 27 Power Distribution Upgrades This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. Work associated with this requirement shall take place at Locks No. 27 located in Granite City, IL. General Project Description Construction Contract The work covered by this contract consists of furnishing all plant, equipment, labor, operators, engineering services, supervision/site superintendent, supplies and materials necessary to satisfactorily perform the power distribution upgrades at Locks No. 27 as specified and in accordance with the contract specifications. The upgrades shall include coordinating with the local electric utility to establish a new underground service to the project. Contract Areas and Construction Limits: The primary contract area is located on the Chain of Rocks Canal at Locks No. 27 located in Granite City, IL within the Illinois County of Madison. Work Statement Work associated with this requirement includes installation of a new underground electrical service to the project; coordinating project requirements with the local electric utility; installation of new concrete-encased ductback along the levee; overfilling, grading, and seeding of new levee ductbank; asphalt cutting and trenching in parking lot for new ductbank; asphalt repair; install secondary-conduits and transformer pad for new utility-owned transformer; installation of new main circuit breaker and motor control center replacement in the existing Power Building; installation of additional MCC feeder conductors and circuit breaker replacements in various existing MCCs and switchboard; installation of new raceway, conductors, and panelboard for storage shed; demolish and dispose of existing Government-owned transformer, overhead lines, and utility poles. The Contractor must coordinate with the electric utility to establish the new underground service to the project and must cover all costs incurred by the utility. Required Trades: The contractor shall have the capabilities of supplying trades including, but not limited to laborers, operators, electricians, and professional engineering services. Submission 1. No more than (3) three projects in any area of work performed. Describe past work experience showing all or more than one of the areas listed that were performed under one contract. Areas of work involving characteristics that are similar to the types of work described herein: A. Electrical work on industrial projects to include the installation of new underground electrical services, main circuit breakers, circuit breaker replacement, etc. B. Utility trenching to include backfill and asphalt repair C. Construction of concrete-encased ductbanks with overfill placement, grading, and seeding 2.
