The work consists of constructing a guide levee, access ramp, a closure structure, which includes a 54” pipe, headwall, and flap gate, turf establishment, and improving an existing access road off West Irene Road tying into a proposed access road running south to the project site. The estimated time of completion is 455 calendar days, after receipt of notice to proceed. Prospective Bidders are encouraged to schedule a site visit prior to receipt of bids. DESCRIPTION AND MAGNITUDE OF WORK: The U.S. Army Corps of Engineers, New Orleans District, is preparing to solicit W912P8-25-B-0050, a flood control construction project in East Baton Rouge Parish, Louisiana, under the Comite River Diversion Project. This effort is part of a broader program authorized by Congress following the devastating 2016 flood event in the Baton Rouge area. As the fourth of eight planned flood mitigation initiatives, the project aims to redirect water flow and increase drainage capacity throughout the Comite River watershed. Previous phases have seen strong participation from the small business community and have generated healthy competition. The work consists of constructing a guide levee, access ramp, a closure structure, which includes a 54" pipe, headwall, and flap gate, turf establishment, and improving an existing access road off of West Irene Road into a proposed access road running south to the project site. The estimated time of completion is 455 calendar days, after receipt of notice to proceed. The solicitation will include 64 drawings and specifications. This solicitation will be issued as an Invitation for Bid (IFB). The resulting contract shall be firm fixed price (FFP). This solicitation will be issued on or about 18 August 2025. When posted, the solicitation will be available free of charge by electronic posting only and may be found on the System of Award Management System (SAM) website, https://sam.gov. Paper copies of the solicitation will not be issued. Therefore, telephone and Fax requests for this solicitation will not be honored.
