The United States Army Corps of Engineers (USACE) New Orleans District has the following requirement: NOTE: THIS IS A PRESOLICITATION NOTICE, NOT A SOLICITATION. SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME; THEREFORE, NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS PRESOLICITATION NOTICE IS SUBJECT TO CHANGE. This solicitation, W912P8B24B0026, will issue as an Invitation for Bid (IFB), resulting in the award of a single firm fixed price (FFP) contract. The solicitation will issue on or about 31 July 2024. Actual issue date and anticipated bid opening will be shown when the solicitation is issued. The work consists of clearing and grubbing; floodwall construction; excavation for new drainage canals; levee construction; sheet pile and H-pile installation;, construction of access roads and culverts; preload installation and removal; wick drain installation; placement of geotextile; excavation and embankment placement; traffic control and coordination; grouted riprap scour protection; turf establishment; modifications to existing utilities; geogrid placement; painting; installation of geotechnical instrumentation; unwatering; corrugated metal pipe installation; placing riprap; bedding and articulating concrete block (ACB) mats; temporary retaining structures; and other related incidental work. The estimated construction magnitude is between $25,000,000.00 and $100,000,000.00. The Government anticipates this solicitation will be Total Small Business Set-A-Side procurement. The NAICS Code for this procurement is 237990 with a size standard of $45M. Any responsible source meeting the required standards may submit a bid to be considered by the New Orleans District. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored.
