INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE. The U.S. Army Corps of Engineers – New Orleans District is issuing a Pre-Solicitation Notice for Tugboat Repairs. This requirement will be issued as a 100% Total Small Business set-aside under request for proposal W912P823R0028. It is being procured as a firm fixed price under FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures. The designated NAICS code is 336611, with a small business size standard of 1,500 employees. The work consists of furnishing all labor, material, equipment, shop facilities, and transportation to: recondition two (2) Government furnished propeller shaft with new keys for the tugboat KENT, recondition two (2) Government furnished propeller shaft with new keys for the tugboat BIENVILLE, inspect and repair 1 set (1 LH / 1 RH) of Rolls-Royce (Bird Johnson) Next Generation Work wheels for the towboat KENT to their original specifications, and inspect and repair 1 set (1 LH / 1 RH) of Rice Titan wheels for the towboat BIENVILLE to their original specifications. The estimated time of completion is 120 days from the date of award, and NO LATER THAN 3 NOV 2023. The solicitation will be issued on or about 14 March 2023, and a due date for quotes will be established in the solicitation. The instructions and closing date and time for submission of quotes will be contained in the solicitation notice and package. The solicitation is expected to be issued on or about 14 March 2023, on SAM.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on SAM.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the SAM.gov web site. Prospective contractors who would like their company name included on the IVL list may do so on the sam.gov website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for .pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet. Offerors must be registered with System Award Management (SAM), in order to receive a Government contract award. If an offeror is not registered with SAM, it must register online at www.sam.gov.
