The sole source solicitation and resultant contract, W912P823C0026, was an urgent response to saltwater intrusion in the Mississippi River, threatening public and industrial water supplies in Plaquemines Parish, St Bernard Parish and Orleans Parish, triggering an urgent need to dredge and build an underwater sill across the river bottom to block or limit its flow and progress up the river.
