This solicitation, W912P819B0055, is anticipated to be issued as an Invitation for Bid (IFB). The resulting contract shall be firm fixed price (FFP). The solicitation will be issued on or about 10 August 2019. The anticipated bid opening date is set for 10 September 2019; however, actual date of bid opening will be determined upon the solicitation advertisement date. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 18 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 39.54%; Small Disadvantaged Business 19.54%; Woman Owned Small Business 6.15%; HUBZONE Small Business 1.25%; and Service Disabled Veteran Owned Small Business 3.52%. The work consists of removal of material from within the Calcasieu River Ship Channel and satisfactory disposal within the designated Confined Disposal Facilities adjacent to the Calcasieu River and Pass; all as shown on the drawings. Removal of material from within Devil's Elbow is included as optional work. The work also includes retention dike construction, surveys, and optional ditching and draining of disposal areas, spill box removal and replacement, and all operations incidental thereto. The estimated value of this work is between $25,000,000.00 and $100,000,000.00. The Government will not provide written paper copies of the solicitation.
