This requirement is to provide the service of Dredge Technology Corporation(IHC), to fabricate new seals for the existing sluice valves that are installed on board the Dredge Wheeler, USACE, MVN. This is a sole source procurement. We intend to award to Dredge Technology Corporation (IHC America. Inc.), which is the Original Equipment Manufacturer (OEM) for the existing equipment installed on the Wheeler, and they retain proprietary rights to detailed dimensional drawings and physical/chemical properties of the materials to fabricate these parts. The Government does not possess this information. Use of any other parts would be impractical requiring extensive modification of the valves. Consequently, without access or rights to this technical data by the Government or others, substitute sources for replacement parts do not exist. However, by utilizing DTC to fabricate the seals will be a substantial saving to the Government and prevent unacceptable delays.
