FY27 San Francisco District Maintenance Dredging

Notice ID:W912P727S0002

The U.S. Army Corps of Engineers San Francisco District is conducting market research/RFI only—no award or solicitation is currently available—for maintenance dredging services (NAICS 237990), seeking potential small-business sources including HUBZone, SDVOSB, VOSB, 8(a), and WOSB firms, with other-than-small firms allowed to respond if small-business interest is insufficient. Work would cover federal navigation channels in the San Francisco District, specifically San Joaquin River, Sacramento River Deep Water Ship Channel, Oakland Harbor, Richmond Harbor, and Redwood City Harbor, with disposal at contractor-furnished permitted upland beneficial-use sites or Government-furnished upland, in-bay, nearshore, and/or ocean sites. Dredging must achieve required project depths with 1-ft paid and 1-ft unpaid over-depth; hopper dredging is prohibited, and respondents must demonstrate suitable dredge plant/equipment, including proof of ownership or access to a minimum 18-inch pipeline dredge for the Sacramento and San Joaquin/Stockton Deep Water Ship Channel projects if hydraulic cutterhead pipeline is used. Environmental requirements include water-quality/fish-entrainment monitoring for San Joaquin and Sacramento, light monitoring near eelgrass beds for Oakland and Richmond, and completion within specified environmental work windows; Redwood City Harbor is contemplated with up to a two-year ordering/performance period consisting of a one-year base plus one one-year option. Interested parties are invited to a spring Dredging Industry Day hosted by the San Francisco District to receive project information and details on permitted upland placement and Government-furnished disposal sites.
