Please see the revised Attachments for details. ************************************************************************************************************************** General Description: Lake Mendocino Recreational Grounds Maintenance This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the solicitation; quotes are being requested. The solicitation number is W912P723Q0004. This requirement is being solicited as Small Business Set-Aside competition. The North American Industry Classification System (NAICS) code is 561730, the business size standard is $8.5 Million, and the Project Service Code is S208 for housekeeping – Landscaping/Groundskeeping. The Government will award a Firm-Fixed-Price (FFP) contract resulting from this Request for Quote (RFQ) to the responsible quoter whose submission conform to the solicitation. The Government intends to evaluate quotes and award without discussions with offerors however reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation cost. Project Description: The U.S. Army Corps of Engineers (USACE), San Francisco District is seeking to contract professional groundskeeping services for the Coyote Valley Dam Recreational (Lake Mendocino) Area Campsite and Day Use Facilities. The contractor's work and responsibility shall include all job planning, programming, scheduling, administration, inspection and management necessary to accomplish specified services. The contractor shall make sure that work is accomplished in accordance with the contract and all applicable laws, municipal codes, regulations, and/or written directives issued by the Contracting Officer. Please see Attachment 1 - Performance Work Statement (PWS) for detailed description. Please see Attachment 2 for solicitation Provisions and Clauses. Basis of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price alone PRICE Quoters SHALL complete and submit the price schedule (Attachment 4) with their Quote and include a price for each line item. Failure to do so will result in the quote being rejected without further consideration. The Contracting Officer will evaluate each Quoters price in accordance with FAR 13.106-3 to determine price reasonableness. Experience Requirement: In order to conform to the requirements of the solicitation and the Performance Work Statement and be eligible for award, the Contractor and/or subcontractor performing the work on-site shall have at least two (2) years of Grounds Maintenance Services Experience on similar contracts. Quoters shall complete Contractor's Experience Form (Attachment 3) and submit the completed questionnaire with their quote. Quotes received without a completed questionnaire will be considered non-responsive. PERIOD OF PERFORMANCE: Base Year: 01 June 2023 to 30 April 2024 Option Year One (1): 01 May 2024 to 30 April 2025 Option Year Two (2): 01 May 2025 to 30 April 2026 All interested firms shall submit a Quote in accordance FAR provision 52.212.-1 and shall include the information as stated below. Point of Contact name, email address, and telephone number CAGE Code and Unique Entity ID (UEI) number SAM Registration Quote: Quoters SHALL complete and submit the price schedule (Attachment 4) and include a price for each line item. The quote should clearly identify all costs, with appropriate markups applied in accordance with the contract terms and conditions. Include a discussion of any assumptions or exceptions upon which your Quote is based. Experience: Quoters shall demonstrate at least two (2) years of similar grounds maintenance services experience demonstrating the skills, equipment, and personnel required to perform the specified type of services. Offerors shall complete Contractor’s Experience Form (Attachment 3) and submit the completed questionnaire with their quote. Past Performance Questionnaires (Attachment 5) Complete information in FAR Clauses 52.209-2, 52.209-7, 52.209-11, and 52.212-3. (included in Attachment 2) Financial Bank letter (Financial status, Line of Credit, Number of overdrafts the company has had in past year, and the average balance of commercial account. (May be expressed: low 5 figure, or High 6 figures) Note: The failure of an Offeror to complete and submit items 1 through 5 will result in the Offeror’s quote being deemed non-responsive and ineligible for further consideration for award. Submission of items 6 through 8 is strongly encouraged to facilitate responsibility assessment per FAR 9.104-1 and validate eligibility to receive an award. Please ensure to follow prevailing wage determination, located at sam.gov. A copy of the wage determination is also attached (Attachment 6). NOTES TO INTERESTED CONTRACTORS Site Visit: Site visit for potential contractors is scheduled for 26 April 2023. Please meet at Lake Mendocino's Headquarters (1160 Lake Mendocino Drive, Ukiah CA 95482) at 10 AM PDT. Duration of site meeting will be approximately 2 hours.
