The Government is seeking sources for Market Research ONLY to support the services listed below for which the applicable NAICS code is 237130- Power Communication Line and Related Structures Construction. Interested parties are sought to provide construction of the requirement below. The project is anticipated to be solicited as an Invitation for Bid (IFB) contract, but may change based on market response. Estimated construction price range is $5-15M. The Government expects to advertise the solicitation in May 2022. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATION, OR DRAWINGS ARE AVAILABLE AT THIS TIME. All responses will be analyzed in order to determine the appropriate strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources including certified HUBZone small business, Service-Disabled Veteran Owned small business, Veteran-Owned small business, Certified 8(a) small business, Women-Owned small business, etc. Other than Small Business may respond to this notice in the event the market does not indicate significant Small Business interest. Project Description: The U.S. Army 63rd Mountain View Readiness Division currently does not have onsite energy generation capability, and is fully reliant on the local utility grid (PG&E). The purpose of this project is to provide energy resilience to an installation. This project will support a total of three (3) facilities with approximately 271,855 square feet of mission critical operations. The current annual demand is 2,571,883 kWH for all three buildings. All loads are considered critical. This project will provide energy resilience for 14+ days of mission critical functions, utilizing renewable and fossil fuel energy sources. This project is currently under Design and the construction will be solicited as a Design Bid Build (DBB) project. The awarded contractor shall install a microgrid system that will have full islanding capability. The microgrid system will incorporate a roof-mounted 750kW photovoltaic (PV) solar system; a 750kWh battery energy storage system (BESS); an 800kW diesel backup generation system, with a 10,000 gallon fuel storage tank; switchgear building. The photovoltaic system will be installed on the roofs of the headquarters building. Period of performance is estimated to be 280 calendar days from notice to proceed. Interested parties should respond to this notice with the following information: 1- Firm's name, small business status, and bonding capability. 2- The capability to perform a contract of this magnitude and complexity based on the scope of work (include the firm's capability to execute the comparable work performed within the past five (5) years).
