Emergency Shoaling at Humboldt Harbor, Buoy 9 The U.S. Army Corps of Engineers (USACE), San Francisco District is conducting market research to address an emergency dredging requirement for shoaling occurring at Humboldt Harbor, near Buoy 9. The United States Coast Guard has formally identified the Humboldt Bay bar and entrance channel as hazardous, and requested the San Francisco District to acquire emergency dredging services as soon as practicable. The Humboldt Bay bar and entrance channel are highly dynamic, energetic oceanographic environments, with frequent large waves, strong currents, and winds. Dredging the bar and entrance and the adjacent North Bay channel to Eureka is only practicable utilizing a self-propelled and maneuvering hopper dredge. Severe weather conditions typically preclude effective hopper dredging from December through March. The severe condition precludes the effective use of stationary clamshell dredging with towed disposal scows. The authorized depth of this location is 48 feet, the current depth at the center channel near the Humboldt Bay entrance is 42.4 feet. A survey team is at the site, conducting measurements to prepare a complete and accurate scope of this requirement. More information will be provided after this announcement as those details become available. At this time, USACE San Francisco District is seeking companies who have equipment available to fulfill this emergency requirement. The purpose of this sources sought notice is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project.
