High Voltage Power Supplies (HVPS) for Electronic Fish Barriers
USACE Chicago District is conducting market research for six high-voltage power supplies for the Chicago Sanitary and Ship Canal Electric Dispersal Barrier System at Barriers IIA and IIB near Romeoville, Illinois: four 1.5 MW units and two 350 kW units. The contractor would provide engineering and site verification, design submittals, fabrication, factory acceptance testing, operator/maintenance training, technical documentation, packaging/transport/delivery/unloading, and warranty coverage, with integration into existing pulsed-load, cooling, controls, and safety systems. The requirement may be set aside for small business in whole or part or competed full and open, and multiple awards may be made; it has been restructured after an unsuccessful unrestricted solicitation by removing storage requirements. The estimated period of performance is one year for manufacture and delivery plus extended-warranty options, with USACE considering an approximately 12-month award-to-delivery schedule and a 25/25/50 payment structure tied to preliminary design approval, successful FAT for all six units, and delivery/receipt/deliverables. A base warranty of at least one year from Government receipt is contemplated, not deferred until installation, and interested firms are asked to address comparable HVPS/rectifier experience, technical feasibility and alternatives, schedule/capacity, payment and warranty feedback, future third-party installation support, recovered materials/biobased products, and EM 385-1-1/NFPA 70E safety compliance.
