This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project entitled, "Site Paving Construction Services at the Chicago Sanitary and Ship Canal (Fish Barrier)." PROJECT INFORMATION: The scope of the project includes site preparation, excavation, stray current mitigation grounding installation, commercial/industrial parking concrete paving and drainage features, and incidental related work at the Chicago Sanitary and Ship Canal Electrical Fish Dispersal Barrier Campus located in Romeoville, IL. The base contract includes site preparation, stray current mitigation grounding installation, and paving covering an area of approximately 26,000 square feet on the East Bank of the site north of the Permanent Barrier 1 Building. Drainage features to address water runoff will also be created as part of the base contract for the paved area. The base contract also contains the removal and replacement of approximately 62 ground access wells throughout the site. A contract option for the site preparation and paving of approximately 35,000 square feet on the West Bank of the site will also be included. The option will also have drainage features to address water runoff. No stray current mitigation grounding installation is required for the West bank. The paving will consist of 8 inch thick fiber reinforced concrete built upon an aggregate base course. The grounding work will primarily consist of 4/0 bare copper wire exothermically welded into a 10 foot by 10 foot grid over 26,000 square foot area (approximate). The grounding grid will be installed on top of the aggregate base course and bonded to existing grounding in the area prior to paving. Additionally, there is approximately 700 square feet of a 6 inch by 6 inch copper welded wire mesh with conductive backfill installation required in the stray current mitigation grounding installation. The new ground access wells are to be high density polymer concrete wells with heavy duty covers. The North American Industry System Classification Code is 238990, with a small business size standard in dollars of $15M. The Solicitation package is planned for advertisement on or about August 15, 2019, with bids due on or about September 17, 2019.
