EFFECTIVE 23 SEPTEMBER 2020: The government has issued and posted Amendment 0002 under this solicitation. The response due date is changed to 25 September 2020. --------------------VERY IMPORTANT NOTE REGARDING THE PROPOSAL DUE DATE --------------- The Chicago District is in process of finalizing an amendment for this acquisition. The issuance is imminent. Therefore, the response due date will be extended from today, 23 September 2020 to a new date and time, which will be provided via the forthcoming Amendment. - Regina Blair, Contracting Chief EFFECTIVE 18 SEPTEMBER 2020: The government has issued and posted Amendment 0001 under this Solicitation. The response due date is changed to 23 September 2020. By way of this Solicitation Notice, the U.S. Army Corps of Engineers - Chicago District issues the Solicitation package hereunder. The project is entitled: "Chicago Sanitary and Ship Canal (CSSC) Barrier IIA (Optional Barrier IIB) Pulse-Generating Control System Replacement, Supply and Installation." PROJECT INFORMATION: The Contractor shall furnish and install a complete, working, fully functional and cohesive Pulse Generating Control System (PGCS) for Barrier IIA and (Optional Barrier IIB) facility that will allow for an operational, safe, effective and efficient Pulse Generating System and provide additional functionality as described in this PWS while maintaining at minimum the present functionality as installed. Installation of IIA Controls shall begin 1 April 2021. Should Optional IIB Controls be awarded, installation shall begin 1 Nov 2021. Installation of the controls shall last no longer than 120 calendar days. Testing of the control system shall last no longer than 30 days. The PGCS will consists of Insulated Gate Bi-Polar Transistor (IGBT) Assembly Control, High Voltage Power Supply (HVPS) Control, High Voltage Polarity/Position Switch Control (HVPPS), Power Monitoring System (PMS) Control, IGBT and HVPS Cooling Control System (CCS), Backup Generator Operation Monitoring and Control, Database Control and any Supportive Systems for a complete PGCS to include a weather station, canal monitoring, and AHU Air Handler Unit Control (for Barrier IIB only). In addition, as part of the PGCS the Contractor shall furnish and install a complete, working, fully functional and cohesive remote control system for the integration of the existing backup generators control at Barriers IIA and IIB with the existing control at the Permanent Barrier I Facility (PB1). These control systems are part of an integrated system at the existing Barriers IIA, IIB and PB1 Aquatic Nuisance Species Dispersal Barrier facility in Romeoville, Illinois located on the Chicago Sanitary Shipping Canal (CSSC). The Contractor shall provide a fully functional and complete working PGCS with remote backup generator control in compliance with the requirements of this Performance Work Statement (PWS) and contract documents that provides an operational, efficient and effective Pule Generating Systems for Barrier IIA and (optional) Barrier IIB.
