W912P522Q0012 PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ) solicitation for J. Percy Priest Dam Trailer Utility Hook up. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The Scope of Work for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The Nashville District U.S. Army Corps of Engineers (USACE) anticipates a requirement for a firm fixed-price construction contract. The contractor will furnish all labor, equipment, tools, supplies, safety apparatus, personal protective equipment and materials necessary to set up utilities for an existing double wide trailer; connecting electrical, sewer, water, and telephone lines, and HVAC units. The trailer should be ready for occupancy at the end of the period of performance. The course of work will consist of trenching through rocky terrains and will cross asphalt roads/ parking lots. Contractor has the option to trench up to the trailer and once past the trailers under pinning utilities, may run lines above ground as long as the lines are properly insulated to prevent freezing or disturbance. Asphalt removal shall be incidental to the cost of this bid item. Contractor shall replace any disturbed asphalt. Contractor shall field verify existing utilities to prevent any damage while trenching. See Attachment 1 for existing and proposed locations of trailer utilities. PLACE OF PERFORMANCE: U.S. Army Corps of Engineers J. Percy Priest Dam and Lake (36.149133, -86.620351), Nashville, TN. ANTICIPATED PERIOD OF PERFORMANCE: 133 calendar days (19 weeks). The job shall be completed 75 calendar days after Start of construction. Contractor shall mobilize no later than 45 calendar days following contract award unless otherwise approved by contracting officer. Contractor shall have 10 calendar days to commence work after Notice To Proceed (NTP). NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 237110, water and sewer line and related structure construction with a size standard of $39.5 million. TYPE OF SET-ASIDE: The solicitation will be 100% set-aside for small business. SOLICITATION AND CONTRACT TYPE: The Government intends to award a Firm-Fixed Price construction contract. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is Friday, February 25, 2022. ANTICIPATED SITE VISIT DATE: Thursday, March 3, 2022 at 10:00 Central Time. PROJECT SITE SECURITY: The entire Project area is not open to the public. Depending upon the level of security threat, some Project areas may or may not be open to the Contractor and Contractor employees.
