Amendment 0002: This amendment is to include the notice that one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (End of Amendment 0002) Amendment 0001: This amendment is to inform all interested parties that security forms will be required for anyone that wants to view the plans and specification documents when they are released with the solicitation. Even if the individual chooses not to attend the Pre-Proposal Virtual Meeting or the In-Person Site Visit, they will still be required to fill out a security form to view the plans and specification documents. The required security forms are attached to this posting, they are titled “U.S. Citizen Site Visit Request Form” and “FN Site Visit Request Form”. Security forms will be posted again with the solicitation. Each individual only needs to fill out one (1) form. If their form is approved, that will gain them access to the plans and specifications documents and to both the Pre-Proposal Virtual Meeting and In-Person Site Visit (the In-Person Site Visit is limited to only two (2) persons from each business entity). Each individual needs to have an approved form, one (1) form does not cover multiple individuals or businesses. (End of Amendment 0001) The U.S. Army Corps of Engineers, Nashville District, intends to issue a Request for Proposal (RFP) solicitation for a firm-fixed price construction contract for Upstream Approach Wall at Chickamauga Lock, Chattanooga, TN. This is a Pre-solicitation Notice. This Notice is being issued for planning and information purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice. PROJECT DESCRIPTION: The scope of this requirement includes the construction of the new upstream approach wall for the new 110 feet wide by 600 feet long navigation lock that is currently under construction by others. The project area is located on the Tennessee River in Chattanooga, TN. The major features of this contract include the construction of new upstream approach wall piers, the heavy lift and transportation of Government furnished precast concrete approach wall beams, and the installation of the precast concrete beams for the upstream approach wall. To accomplish these major features, the scope will include, but not limited to, the following items: over water drilling and concrete placements, tremie concrete placements, structural concrete placements, placement of reinforcing steel, excavation and placement excavated rock, and environmental controls related to construction operations. No solicitation document exists at this time. The plans and specifications will be available with the solicitation announcement. The solicitation is expected to be released on or around 3 May 2021. DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The estimated price range is between $25,000,000 and $100,000,000. NAICS CODE AND SBA SIZE STANDARD: 237990 - Other Heavy and Civil Engineering Construction; $39,500,000 TYPE OF SET-ASIDE: None (Full and Open/Unrestricted) ADDITIONAL INFORMATION: Specific information pertaining to this procurement will available in the solicitation. The solicitation documents will be posted on the beta.SAM.gov website. It is, and will continue to be, the responsibility of all potential offerors to monitor the beta.SAM.gov website for any amendments, updates, responses to industry questions/comments, etc. The Government will not be maintaining a mailing list. Any communication regarding this notice should be made in writing sent via email and must identify the Solicitation number, company name, address, phone number and point of contact. PRE-PROPOSAL VIRTUAL MEETING/IN-PERSON SITE VISIT: There is a Pre-Proposal Virtual Meeting expected to take place around May 10, 2021 and an In-Person Site Visit is expected to take place around May 11, 2021. Times, locations, and additional details will be provided upon issuance of the solicitation. Due to processing time constraints, the Government is accepting registration for both events during the pre-solicitation timeframe as indicated below. U.S. Citizens: To register for the Pre-Proposal Virtual Meeting and/or In-Person Site Visit, U.S. Citizens must fill out a U.S. Citizen Site Visit Request Form and submit to the Point-of-Contacts (POC) listed below no later than five (5) business days prior to the pre-proposal virtual meeting. Foreign Nationals (FNs): To register for the Pre-Proposal Virtual Meeting and/or In-Person Site Visit, Foreign Nationals (FNs) shall submit a completed FN Site Visit Request Form and legible color copies of two (2) of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N 550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I-688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS- Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to the LRN POC. These documents must be submitted thirty (30) calendar days prior to the Pre-Proposal Virtual Meeting. Exceptions will be considered on a case by case basis but will be limited. Both the U.S. Citizen Site Visit Request Form and the FN Site Visit Request Form are provided on beta.SAM.gov with this notice. Only two (2) persons from each business entity will be permitted to attend the In-Person Site Visit. Any persons without an approved U.S. Citizen Site Visit Request Form or FN Site Visit Request Form will be removed from both the Pre-Proposal Virtual Meeting and the In-Person Site Visit. An approved site visit request form will be needed for each individual attendee for both the Pre-Proposal Virtual Meeting and In-Person Site Visit. Each individual attendee only needs one (1) approved site visit request form to attend either event. Two (2) separate forms for each event are not needed.
