The USACE Nashville District intends to issue a Request for Quote (RFQ) solicitation for this requirement. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The Nashville District Contracting Division has a requirement to perform milling and interpretive services at Mill Springs Mill, Lake Cumberland, Kentucky. The Mill shall be open and operational specific days from 15 May thru 1 October. Mill Springs Mill is located approximately 15 miles from Somerset and 5 miles from Monticello on Highway 1275 in Wayne County, Kentucky. This is a Pre-solicitation notice, the full solicitation with all drawings and specifications is expected to be issued on or before April 30, 2020 or early May 01, 2020. DELIVERABLES: The Corps of Engineers has need of a contract for The Mill Spring Mill Operation and Interpretation consisting of the following: The mill shall be open from 9:00 AM to 5:00 PM, Eastern Time. Days open shall include Saturdays, Sundays and holidays (25 May, 3 July, and 7 September). Dates of operation shall be from 23 May through 26 September (See attached calendar). In addition, for purposes of yearly operational start up the following dates will be scheduled 15, 16 and 17 May and shutdown winterization shall take place on September 27, 28 and 29. Total number of days for this contract is forty-two (42). As referred to above, the Contractor shall also be responsible for initial opening and closing (winterizing) of the Mill. As part of the opening of the mill, the miller shall grind 300 pounds of clean mill for the Monticello Women’s Club. The operator/interpreter shall be on duty during all open hours. a. Experience. The operator (miller) shall demonstrate to the Government, proficiency in the operation of the mill, including waterwheel and stone revolutions, prior to beginning work. The mill operator shall be proficient in milling operations and associated mechanical equipment. This will be made evident by past work record and personal interview in addition to demonstrated proficiency. The operator/interpreter will be provided training, by Government personnel, on the history of the mill. The Government reserves the right to reject any operator candidate or interpreter who, in the assessment of the Government Representative(s), does not have the ability to safely or effectively operate the mill or who does not project a positive image. The operator/interpreter shall not operate any machinery without supervision until he is determined to be acceptable by the Government and notified in writing of this determination. The operator/interpreter must have skill in meeting the public and explaining the mill’s operation and history. (1) Operator. The operator shall be on duty on weekends and holidays during open hours. On each Saturday, Sunday, and holiday, starting Memorial Day Weekend and ending Labor Day Weekend, a corn grinding demonstration shall be conducted at 2:00 pm Eastern Time. Prior to starting the demonstration, all visitors shall be warned of the dangers of being near the machinery. Some scheduled grindings shall be conducted to provide the Monticello Woman’s Club with meal. The operator shall be responsible for sharpening stones. The operator shall clean all equipment, including stones, prior to the grinding season and for storage during the off-season. (2) Interpreter. Tours shall be given at the beginning of the day and every one-half hour thereafter if there is a visitor desiring a tour. If visitors arrive after the tour starts or between the designated tour times they may be informed tactfully when the next tour will start. During periods of low visitation, visitors shall be accommodated when they arrive whenever possible. No visitor shall be permitted to tour the building without a guide. Objectives to be met by the interpretive program are (a) to generate an appreciation for the cultural heritage of the mill, and an understanding of why it has been preserved and restored, (b) to offer, assistance in learning of the operation of the mill, (c) to interpret the role this area played in Civil War history and culture; specifically the Battle of Mill Springs (Logan Crossroads), and (d) to support the objectives for the overall interpretive program at Lake Cumberland. b. Housekeeping. Cleaning and maintenance equipment such as vacuums, brooms, and cloths shall be stored in the office area when not in use. Flammable substances shall be stored on site in a fireproof cabinet provided by the government during on-duty hours. Oily and/or grease soiled cloths and spent flammable substances shall be properly disposed of off-site at the end of each work day, and shall not be left on site unattended or overnight. Flammable substances, oil and grease shall not be left on site overnight. The porch area and first and second floors of the mill shall be swept daily. The third floor shall be swept monthly. All display cases, artifacts, and equipment shall be dusted daily. The area shall be dusted immediately after each grinding demonstration. All wood handrails and posts along the stone walk, bridge rails and deck, and other wood exposed to rain or spray from wheel shall be treated with wood preservative once per season. The area under the mill shall be kept free of litter and debris. The Contractor shall also check the cannon display twice daily, morning and afternoon, to ensure vandalism has not occurred. The Contractor shall be responsible for securing the mill building and wheel at the end of each workday. c. Dress/Clothing. The operator/interpreter shall wear an appropriate uniform, tan pants/white shirt. The Contractor shall provide nametags, which meet U.S. Army Corps of Engineers identification standards. If a jacket is worn, it must match the uniform pants and appropriate identification or nametag will be worn on the jacket. The miller may wear coveralls during greasing and cleaning operations. d. Health Department Standards. Corn and corn meal shall be handled and ground in a manner to meet health department standards; however, corn meal shall not be represented as edible, but as a souvenir only. e. Only approved motorized vehicles shall be permitted to take corn to the mill for grinding or return ground corn meal from the mill. The Monticello Woman's Club will provide the corn necessary for grinding. Contractor shall be responsible for coordinating with the Woman's Club to ensure an adequate supply of corn and for getting corn from the parking lot to the mill and the ground meal back to the Woman's Club. OPERATIONAL STARTUP. Operational startup includes, but is not limited to: cleaning of the grinding area, including stones, corn and mill shoots, whole corn storage area, mill storage area, stone boxes, etc.; clearing of the water wheel, flume, water diaphragm, water holding areas, etc.; cleaning the office area, entrance area, all public access areas within mill and exterior walkways; lubrication of all moving parts; setting and priming of the grinding stones, etc. SHUTDOWN AND WINTERIZATION. Shutdown and winterization includes, but is not limited to: cleaning of the grinding area, including stones, corn and mill shouts, whole corn storage area, mill storage area, stone boxes, etc.; cleaning the office area and exterior walkways; separating and covering the grinding stones, assuring a complete seal is made by the water diaphragm to keep water from entering the flume. The delivery location is USACE, Lake Cumberland, in Wayne County Kentucky. This description is not intended to be all encompassing and is subject to change. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is on or before April 30, 2020 or early May 01, 2020. The Technical Specification and Drawings will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Offerors’ must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award. IMPORTANT NOTICE: Effective March 22, 2018, new entities that are registering in SAM must submit an original, signed notarized letter identifying the authorized entity’s Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration. Effective April 27, 2018, entities that are updating or renewing their existing SAM registrations must submit an original, signed notarized letter identifying the authorized entity’s Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration, before the registration is activated. The new registration may now take several days to become active depending on (1) the information provided passing existing validations and (2) the entity’s successful delivery of the required notarized letter. Contractors who are new to the SAM registration process are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards. Remember, there is no cost to use SAM.
